About this file

This is a Justification for Limiting Sources (LSJ) document prepared by the Department of Veterans Affairs for a sole-source bridge contract award below the Simplified Acquisition Threshold (SAT).

The VA Medical Center at Mountain Home (VISN 09, NCO 09) seeks to award a short-term sole-source bridge contract to the incumbent contractor, Safeguard Security Solutions, LLC, for uninterrupted laboratory courier services. The services involve transporting laboratory specimens, blood products, pathology materials, pharmaceuticals, and related medical items between the VA Medical Center, Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare facilities. The estimated contract value ranges from $144,410.04 to $288,820.00, with an effective date of July 1, 2026, following the expiration of the incumbent contract on June 30, 2026. The award will be made against FSS Contract Number 47QMCB17D0008 under the Multiple Award Schedule Program. The contracting officer, Carmen Hanczyk, invoked the urgent and compelling need exception under FAR 8.405-6(a)(1)(i)(A) and GSAM 538-7104-3(a), citing that a pending protest filed on June 22, 2026, regarding a competitive acquisition has delayed award resolution and prevents completion of a new competitive procurement before the service transition date. Without immediate contractual coverage, the medical center would experience interruptions in critical laboratory courier services, resulting in delays in diagnostic testing, potential specimen degradation, delayed patient treatment, and regulatory compliance risks. The justification confirms that a competitive acquisition was already conducted, and this emergency bridge action is temporary pending protest resolution and subsequent competitive award.

1. Description of Action:

On June 22, 2026, the Government received a protest concerning Courier Service Contract Award. As a result, the procurement process was impacted pending resolution of the protest. Due to the ongoing protest process, sufficient time does not exist to complete a new competitive acquisition and transition services before July 1, 2026.

Awarding a short-term sole-source bridge contract to the incumbent contractor is the only practical means of ensuring uninterrupted service while the protest is resolved and the competitive procurement is completed.

The incumbent contractor possesses the personnel, vehicles, routes, security clearances, training, and operational knowledge necessary to continue services immediately without interruption or transition risk.

Order against: FSS Contract Number: __ 47QMCB17D0008___

Name of Proposed Contractor: SAFEGUARD SECURITY SOLUTIONS, LLC Street Address: 245 COUNTRY CLUB DR, SUITE 200 City, State, Zip: STOCKBRIDGE, GA, 30281 Phone: UEI: YXLKKEBJA9T

2. Description of Supplies or Services:

The estimated value of the proposed action is $$144,410.04 to $288,820.00

The Department of Veterans Affairs (VA) Medical Center requires uninterrupted laboratory courier services to transport laboratory specimens, blood products, pathology materials, pharmaceuticals, and related medical items between the VA Medical Center, Community- Based Outpatient Clinics (CBOCs), and affiliated healthcare facilities. These services are critical to patient diagnosis, treatment, and continuity of care.

3. Authority:

Order Against FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, Justification for Limiting Sources for Micro-Purchase Threshold up to the SAT

VHAPG Part 808.405-6 Limiting Sources Page 2 of 2 Revision: 02 Effective Date: 03/02/2026 Acquisition ID#: 36C249-26-AP-3143

Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. Mark the applicable exception:

An urgent and compelling need exists, and following the procedures would result in unacceptable delays(FAR 8.405-6(a)(1)(i)(A)/ GSAM 538-7104-3 (a)

4. Rationale/explanation to support cited authority:

A competitive acquisition was conducted for the follow-on laboratory courier services requirement. However, a protest has been filed regarding the pending award. As a result, the award decision is currently under review and cannot be finalized prior to the expiration of the incumbent contract on 6/30/2026.

Without immediate contractual coverage beginning July 1, 2026, the VA Medical Center would experience an interruption in laboratory courier services. Such an interruption would adversely affect the transportation of time-sensitive laboratory specimens and other critical medical materials necessary for patient care.

Failure to maintain continuous laboratory courier services would result in:

• Delays in laboratory testing and reporting of diagnostic results.

• Potential degradation or loss of specimen integrity due to missed transportation schedules.

• Delayed diagnosis and treatment of Veterans.

• Increased risk to patient safety and quality of care.

• Disruption of clinical operations throughout the medical center and affiliated outpatient clinics.

• Potential inability to meet regulatory and accreditation requirements regarding specimen handling and transportation.

These consequences would create an unacceptable risk to Veteran health and the mission of the Department of Veterans Affairs.

The VA Medical Center has already conducted a competitive acquisition for this requirement. The need for this emergency bridge action is solely the result of the pending protest and the necessity to maintain uninterrupted critical healthcare operations. Upon resolution of the protest, the VA intends to proceed with award under the competitive acquisition process.

5. Note that this determination satisfies the requirements of GSAM 538-7104-3 (a). The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules.
