About this file

This is a Determination & Findings document for a single-source acquisition. The 99th Contracting Squadron is acquiring Field Support Representative (FSR) support and associated software licenses from Solipsys for the 805th Combat Training Squadron. The requirement includes five separate three-week deployments of FSR support to assist with mission planning, troubleshooting, and license upgrades, along with specific software products: one MSCT Perpetual Right to Use License for a minor upgrade (PN: 054Y0-040AC-DSDPR-01) that includes one Display Server and up to three Display Perpetual Right to Use Licenses, and one Domestic Battlespace Command and Control Center (BC3) Extension Pack for USG end use only (PN: 054Y0-130AA-DSDPD-01). The Period of Performance runs from July 1, 2026, through June 30, 2027.

The acquisition is justified as a single-source procurement under RFO 8.401 and GSAR 538.7104-3(a) because Solipsys is the sole provider capable of delivering the required FSR support and licenses for MSCT and TDF products, including complete life-cycle support encompassing upgrades, updates, licenses, patches, training, support, and cyber security maintenance. Market research confirmed no other vendors can provide the required FSR capabilities. This requirement was previously awarded to Solipsys in FY25 under contract FA486125P0186 for $129,730.00. The Contracting Officer, Chase M. Brandt, SSgt, USAF, approved this determination on May 28, 2026.
