About this file

This is a Determination & Findings document authorizing a single-source procurement. The 99th Contracting Squadron is procuring 60 parking badges for daily secured parking spaces at the 805 CTS leased facility located at 3773 Howard Hughes Parkway Suite 300N in downtown Las Vegas. The contract period of performance is one year (12 months). The sole source procurement is justified under RFO 8.401 and GSAR 538.7104-3(a) for FSS Orders, as Howard Hughes is the only company managing and operating parking garages adjacent to the leased office space, making it the only reasonably capable source for this requirement.

The determination was approved by SSgt Brandt Chase, USAF Contracting Officer, on May 28, 2026, with signatory authority granted under DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders. The contracting officer is designated as the approval authority for this determination. The squadron's leased office space extends through June 30, 2027.
