8. Submission of Proposals
Suffolk County no longer will accept hard copies of RFP responses. All submissions must be done online at https://suffolkcountyny.bonfirehub.com/portal/.
9. RFP Policies and Procedures
a. It is the County’s intent to select the Proposer that provides the best solution for the County’s needs. In order for the County to conduct a uniform review process of all Proposals, Proposals must be submitted in the format set forth below in the paragraph entitled “Proposal Format.”
Failure to follow this format may be cause for rejection of a Proposal because adherence to this format is critical for the County’s evaluation process.
b. The contract will be in the general format set forth in Section VI entitled “Model Contract,” but will be subject to final contract negotiations.
c. This RFP is not intended, and shall not be construed, to commit the County to pay any costs incurred in connection with any Proposal or to procure or contract for any services.
d. As a preliminary step, each Proposal will be examined to determine whether it is responsive to the requirements of this RFP. After such preliminary review, all responsive Proposals will be evaluated.
e. The decision to award a contract shall be based on the ability of the Proposer to provide quality and needed services and products and to comply with all applicable laws, rules, and regulations, including without limitation the local preference and other Suffolk County local laws referenced in the Section entitled “Suffolk County Required Compliance Forms in Accordance with County Laws.”
https://suffolkcountyny.bonfirehub.com/portal/
f. While the County is under no obligation to contact Proposers for clarifications, it reserves the right to do so. Depending on the number and quality of the Proposals submitted, the County, at the sole discretion of the RFP Evaluation Committee, may elect to interview all or some of the Proposers during the selection process and to request presentations.
g. After evaluating the Proposals, the County may enter into negotiations with one Proposer or multiple Proposers. The primary purpose of negotiations is to maximize the County’s ability to obtain the best value based on the mandatory requirements, evaluation criteria, and cost.
Multiple rounds of negotiations may be conducted with one Proposer or multiple Proposers.
Negotiations will be structured by the County to safeguard information and ensure that all Proposers are treated fairly.
h. The County may invite one or more Proposers to submit a best and final offer (“BAFO”). Such invitation will establish the time and place for submission of the BAFO. Any BAFO that is not equal to or lower in price than the pricing offered in the Proposer’s original Proposal will be rejected as non-responsive and the County will revert to consideration and evaluation of the Proposer’s original pricing.
i. If required, after review of the BAFO(s), clarification may be sought from the Proposer(s). The
County may conduct more than one round of negotiations and/or BAFO submissions in order to attain the best value for the County.
j. The County will not necessarily choose the Proposer(s) with the lowest rates for Services.
Based on the evaluation criteria, a competitive range consisting of those Proposals which are acceptable to the County, or which could be made acceptable following written or oral presentations, will be determined.
k. The award of any contract will be made as judged to be in the best interest of the County.
l. Protest Procedures: Any actual or prospective bidder, offeror, or contractor who is aggrieved in connection with the solicitation or award of a contract may protest to the Chief Procurement Officer (“CPO”) who is head of the Office of Central Procurement for Suffolk County. A protest with respect to an invitation for bids or a request for proposals shall be submitted to the CPO in writing and signed by the aggrieved party prior to the opening of bids or the closing date for proposals, unless the aggrieved person did not know and should not have known of the facts giving rise to such protest prior to bid opening or the closing date for proposals. In that case the protest shall be submitted within three (3) calendar days after the aggrieved person knows or should have known of the facts giving rise thereto. A protest with respect to an award from a bid or a request for proposals shall be submitted in writing and signed by the aggrieved party within ten (10) calendar days after the aggrieved person knows or should have known of the facts giving rise thereto.

The recent re-alignment of bus routes throughout Suffolk County, as well as new features like mobile ticketing, app-based ride planning and on-demand service, may be daunting obstacles for some new and returning riders to grasp. This effort will develop a Plan for transit rider education and travel training across several key demographic groups, including high school students, seniors, veterans, tourists/visitors, people with physical disabilities, and people with intellectual disabilities.
Background on Suffolk County Transit
Suffolk County Transit (“SCT”) is the County’s public bus transportation system, an affordable public transportation service with 25 fixed routes and 2 On-Demand zones, operating 7 days a week, 365 days a year. In general, SCT offers bus service Weekdays 6 AM to 10 PM, Saturday: 6 AM to 9 PM, and Sunday: 6 AM to 8 PM. All bus routes will operate every day of the year (including holidays). Full fares are $2.25 per trip, with transfers of $0.25. There are currently 25 fixed routes (some seasonal), along with the Suffolk Clipper commuter bus, two SCT On-Demand zones, and para-transit services.
Suffolk County is the owner of SCT, who contracts out service operations to Suffolk Bus Corp., EBT Inc., Hampton Jitney, Sunrise Coach Lines Inc., and Via.
On-demand service is currently available in Southampton and East Hampton, covering Southampton Village, Sag Harbor, East Hampton Village, Springs, Amagansett and Montauk. "On-demand" refers to a type of micro-transit where riders in these zones can book rides straight from their phone by identifying their desired origin and destination points within the designated "on-demand" zone. Riders can use this service by using the Suffolk Transit On-Demand app.
Suffolk County Accessible Transportation (SCAT) provides curb-to-curb transportation and will pick up and drop off passengers between any two points in Suffolk County (excluding Shelter Island and certain trips which begin and end in the Town of Huntington). Riders are eligible to ride SCAT if they have permanent or temporary disabilities that prevent them from using regular SCT public bus service.
Riders must apply for this service before making reservations.
In 2025, SCT overall had an annual ridership of over 3.8 million riders, an increase over 3.3 million riders in 2024 and 2.6 million riders in 2023. The top five routes by annual ridership (2024) are
• Route 92 (Orient Point to East Hampton): 381,355 (11.4% of ridership).
• Route 66 (Patchogue to Riverhead): 328,491 (10% of ridership).
• Route 4 (Amityville to Smith Haven Mall): 278,651 (8.4% of ridership).
• Route 1 (Amityville to Halesite): 269,461 (8% of ridership).
• Route 7 (Bay Sore to Northport): 214,233 (6.4% of ridership).
The SCT system has a fixed route bus fleet comprising 35-foot, 40-foot and low floor cutaway buses.
The fleet contains a mix of diesel and hybrid buses, with an average vehicle age of just over nine years.
The County is in the process of modernizing its fleet through the purchase of new hybrid-electric and battery-electric buses. The paratransit bus fleet consists of 189 gasoline powered Coach & Equipment cutaway buses.
Previous Work
This Plan would build off several recent transit planning studies undertaken by Suffolk County’s Department of Economic Development & Planning (“EDP”), in particular the recent redesign of Suffolk County’s fixed-route bus network and ongoing planning for potential new on-demand service to ensure that Suffolk is allocating its transit resources in alignment with the goals and priorities of riders and community. The County launched this new transit network according to this plan on October 29th, 2023, and has seen significant growth in ridership since that time, with an average of 24% ridership growth year over year since the beginning of 2024. Initial ridership feedback has also been strongly positive, with nearly 70% of riders agreeing or strongly agreeing that their trips and experience have improved.
Suffolk County Transit launched a new network that: 1
• Operates with extended evening hours system-wide.
• Operates year round, 7-day a week service system-wide.
• Operates at higher frequencies (most routes have a 30-minute weekday frequency).
• Established timed connections at seven (7) locations across the County to reduce wait times.
• Created a new On-Demand Zone for East Hampton/Amagansett/Montauk.
• Added real time tracking and schedules to apps including Google Maps, Apple Maps, Transit
App and Moovit.
• Added public WiFi on board all fixed route vehicles.
This work is also expected to build off the ongoing Route 110 Bus Rapid Transit (“BRT”) design process, which has demonstrated the use and effectiveness of priority transit treatments in providing fast, frequent and reliable transit service. While these treatments are typically seen in BRT projects, they are equally applicable and useful on traditional fixed-route bus service, especially for bus lines that experience significant delays due to traffic congestion or bottlenecks at critical corridor locations.

b. Key Personnel and Staffing
Key personnel identified in the Proposal will be expected to remain assigned to the project for the term of the contract. Requests for a change in key personnel assignments during the term of the contract must be approved in advance, in writing, by the County. The Proposal should also include a discussion that outlines staffing levels/man-hour requirements that should be expected on the County level to support the implementation and day-to-day operation of the project. This information will be a recommendation only for discussion purposes. The Proposer should describe other potential burdens that may be placed on the County with respect to the servicing of the account.
c. Subcontractors
Services that are to be subcontracted must be clearly defined in the Proposal. The Contractor retains responsibility for all acts and omissions of the subcontractor. The Contractor must obtain the prior approval from the Department for all subcontracts.
Subcontractors must respond to all requirements set forth above in this Section, to the extent such requirements are applicable to the services they will be providing.
The County may require that subcontracted activities be provided under the terms of a three-party contract between the Contractor, the County and the subcontractor.
d. Disadvantaged Business Enterprises
Funding for this project comes in part from the Federal Transit Administration and Federal Highway Administration via the New York Metropolitan Transportation Committee (NYMTC). At present, the Disadvantaged Business Entperise goal is 0% for this RFP. Respondents must demonstrate good-faith effort to promote the objectives of the DBE/MBE/WBE/SDVOC program and adhere to the guidance of NYSDOT EB-024.
Further guidance on M/WBE opportunities is provided in Appendix D.
3. Technical Services Specifications (Detailed Scope of Services)
The Plan is expected to be focused into the following three main tasks:
1. Project Management and Coordination
2. Literature and Best Practices Review
3. Travel Training Plan Development
Task 1: Project Management & Coordination
A Project Management Team (“PMT”) will develop and follow a Project Schedule that will include milestones, deliverables, and community-engagement related projects. Monthly check-in meetings (virtual) are expected along with prepared agenda and brief summary minutes.
Task 1 Deliverables: Project Management Plan and Schedule – Months 1-3 https://www.dot.ny.gov/portal/pls/portal/mexis_app.pa_ei_eb_admin_app.show_pdf?id=15572
Task 2: Literature and Best Practices Review
This task involves a review of industry best practices related to travel training, and preparation of a draft and final summary memorandum. The review should consider the similarities of the peer transit systems to Suffolk County, and consider classroom training, one-on-one guided rides, in-school workshops, and outreach to major employment centers and senior facilities served by transit, among other items.
Task 2 Deliverables: Draft and Final Literature Review Memorandums – Months 3-6
Task 3: Travel Training Plan Development
Plan development will provide the organizing framework, goals, and scope of investment brought to this effort. As a transit system seeks to maximize choice for as wide a user base as possible, the Plan will identify a variety of travel communities and/or constituencies, and to develop the knowledge and tools to help riders travel more independently. It will identify and present actionable and measurable education and training objectives overall and by program.
Working with the Suffolk County team, the consultant shall prepare the Travel Training Plan, along with a PowerPoint Summary for presentation purposes. The Plan shall include, but not be limited to, the following:
• An organized framework, goals, and scope of investment to maximize choice for as wide a user base as possible.
• Index of major travel stakeholders and constituencies, including individuals with physical disabilities, individuals with intellectual disabilities, students, elderly residents, major employers, and employees at job centers served by transit.
• A literature review of other similar programs in peer jurisdictions and their efficacy.
• A workable, action-oriented Plan with a particular focus on people with disabilities for paratransit service.
• Broad-based marketing, outreach and training materials including a sample travel training curriculum.
• A sample curriculum and collateral.
• A funding resource guide describing availability of federal, state or philanthropic funding for implementation of training programs, including but not limited to the FTA Section 5310 Program.
Task 3 Deliverables: Draft/Final Travel Training Plan and PowerPoint Summary – Months 7-12
