About this file
This is a questionnaire document for a Request for Statement of Qualifications (RFSQ) issued by the Harris County Office of the County Engineer for supplemental professional land surveying services on various projects. The questionnaire outlines the required components of the statement of qualifications submittal, which must demonstrate the prospective firm's ability to provide comprehensive services related to land surveying work. The submission must include a narrative describing the team's qualifications and relevant experience (not to exceed four pages), a detailed organizational chart identifying key personnel, one-page resumes for each key team member, a completed Standard Form 330 (SF-330) Architect-Engineer Qualifications for the proposed team, and three project briefing sheets (one page each) highlighting representative past projects. Each project brief must include the project name and location, completion status with schedule management details, services provided, contact information for the lead design firm and project owner, contact information for the general contractor, and construction cost information demonstrating budget adherence.
The questionnaire further requires respondents to demonstrate understanding of the project scope and proposed management approach, including identification of foreseeable challenges and labor resource availability. Respondents must provide evidence of experience within the Harris County and greater Houston region during the past five years, specifically with public organizations such as TxDOT, City of Houston, METRO, H-GAC, Harris County Flood Control District, and Harris County Toll Road Authority, as well as experience with public and private utilities and familiarity with Harris County's Design Manual. Additionally, the submission must include a minimum of three one-page testimonial letters from previous clients and general contractors, with at least one bearing an original signature, addressing budget and scheduling performance and qualitative service matters.
