About this file

This is a Request for Pre-Qualifications (RFPQ) issued by the Atlanta Independent School System (Atlanta Public Schools or APS) for architectural services to support the district's capital construction and maintenance programs. APS seeks to establish two pools of qualified architectural vendors: Pool A for projects with a Stated Cost Limitation (SCL) under $5,000,000 and Pool B for projects exceeding $5,000,000. Qualified firms will be selected through a two-phase evaluation process, with Phase 1 focused on written qualifications and Phase 2 consisting of presentations and interviews at APS's discretion. The RFPQ was released on January 22, 2026, with a pre-qualification conference scheduled for January 30, 2026, at the Towns Building in Atlanta. The deadline for submitting written questions is February 3, 2026, with responses posted by February 6, 2026. Statements of qualification must be submitted online through the Bonfire portal by February 20, 2026, at 11:00 a.m. ET. Administrative review is scheduled for February 23, 2026, initial shortlist evaluation for February 27, 2026, Phase 2 interviews for March 4, 2026, and board recommendation by April 6, 2026. The contract term will be one year with up to four additional one-year renewal options, contingent on mutual agreement between APS and the awarded vendor.

Pricing will be set by APS through a fee schedule provided to selected firms upon contact for specific projects; architectural fees are non-negotiable as determined by the district. There are no set-asides or incumbent preferences identified. Architectural services encompass seven phases: pre-contractual activities, schematic design, design development, construction documents, bid award, construction administration, and post-construction support. APS operates approximately 83 school sites, 9 administrative facilities, and 3 stadiums comprising approximately 11 million square feet of buildings. Selected vendors must be licensed architects experienced in K-12 institutional design, sustainable design practices, CADD and Building Information Modeling capabilities, and capable of handling new construction, renovations, HVAC systems, athletics facilities, security systems, roofing, arts venues, career education spaces, and food service facilities. All responding firms must comply with Georgia House Bill 87 (E-Verify requirements), provide evidence of professional liability insurance, submit to background checks at a cost of $45 plus service fees, and demonstrate current workload capacity. Vendors will be contacted on a rotational basis from the qualified pools to submit detailed proposals including work plans and timelines for individual projects, with the option to accept or decline each project assignment.

1.3 PURPOSE

In using this method for solicitation, we are seeking to identify two pools of qualified vendors to present to the board for approval. Pool A will be for vendors who qualify for projects under $5,000,000 Stated Cost Limitation (SCL). Pool B will be for vendors who qualify for projects over $5,000,000 SCL. Vendors will be qualified for one or both of the pools. Vendors will be required to submit proposals indicating their election for consideration for Pool A, B, or both. Pools will be accessed on a rotational basis, contacting firms individually to request proposals for this service. When contacted, firms will be provided with a Fee Schedule (Exhibit A) as Atlanta Public Schools sets fees for this service.

When your firm is selected, you will have the opportunity to (1) accept or (2) decline within a specified time. Each firm will submit a proposal that must include a written work plan and timeline. APS Facility Services may accept the completed proposal, work plan, and timeline submitted, request modifications to the proposal, or decide not to move forward with the project. Additionally, APS Facility Services may ask for the best and final offer (BAFO) or choose to move to the next vendor in the rotation. If you elect not to accept the request, then we ask that you reply to the email indicating the same. Upon receipt of no acceptance, we will move to the next qualified firm in the vendor pool.

In the event that Atlanta Public Schools has a specialized architectural services project, we will not utilize the rotational process and may solicit from the entire pool(s).

1.4 BACKGROUND

Atlanta Public Schools operates at approximately eighty-three (83) school sites, nine (9) administrative sites (special programs, administrative offices, two transportation centers, warehouses, storage Facilities, etc.), three (3) stadiums, and an inventory of discontinued Facility Services. There are approximately 11 million square feet of buildings, 7 million square feet of roofing, and approximately 100 acres of land. Approximately two-thirds of Facility services have been renovated or built new in the past eleven years. Assessments are conducted every five years, and properties are renovated or built new based on these Assessments.

Atlanta Public Schools is in the process of updating its educational Facilities via a major capital construction program and a capital maintenance program to ensure safe and conducive learning environments for its students and adequate programming spaces in support of all planned instructional spaces. This will provide direct support to the students, teachers, and administrators, and will allow the district to maintain the confidence of its parents.

1.5 CONTRACT TERM

The first 1 year of the contract will commence upon contract execution. The contract will include an option for up to four (4) additional one (1)- year contract renewals, if agreed upon by both Atlanta Public Schools and the vendor.

1.6 AWARD

APS reserves the right to make multiple awards, based on experience and qualifications, if it is deemed to be in the district’s best interest. APS reserves the right to negotiate with the highest-ranked firm regarding the statement of qualification, quality, price, and any other issues it considers relevant to the awarded performance of the services.

2.0 SCOPE OF WORK

2.1 Atlanta Public Schools is aiming to identify two pools of qualified Architectural Services vendors for presentation to the board for approval. Pool A will consist of vendors qualified for projects under $5,000,000 Stated Cost Limitation (SCL). Pool B will include vendors qualified for projects exceeding $5,000,000 SCL. Vendors will qualify for only one of the two pools, not both. This scope covers, but is not limited to, newly constructed facilities and facilities undergoing renovation projects.

The basic services listed below (Phases 1 – 7) to be performed by the architect consist of professional tasks, which have as their objective the design, production of technical documents, and construction administration to provide the Facility Services with a complete and properly functioning facility. 2.7.3 The Architect shall review and approve shop drawings, samples, and other submissions of Contractor(s) as well as the Work performed by the Contractor(s) for conformance with the design concept of the Project and for compliance with the Contract Documents. The Architect shall accomplish the review and return of submittals within ten (10) calendar days from the date of receipt, except when authorized by the facility service representative.

2.7.4 The facility services representative will establish, with the Architect, procedures to be followed for review and processing of all shop drawings, catalog submissions, project reports, test reports, maintenance manuals, and other necessary documentation, as well as requests for changes and applications for extensions of time.

2.7.5 The Architect shall review change order documentation when requested by the facility services representative.

2.7.6 The Architect shall render to the facility services representative, within ten

(10) working days unless otherwise authorized by the facility services representative, interpretations of requirements of the Contract Documents.

The Architect shall make all interpretations consistent with the intent of and reasonably inferable from the Contract Documents. The Architect's decision in matters relating to artistic effect shall be final if consistent with the intent of the Contract Documents.

2.7.7 If any errors, omissions, or conflicts are found in the drawings, specifications, or other contract documents prepared by the Architect, the Architect must prepare and submit amendments to the facility service representative within ten (10) working days, unless the facility service representative authorizes an alternative timeframe. Additionally, the Architect shall provide supplementary documents and any required consultation at no extra cost to the facility services.

2.7.8 The facility services representative will be the point of contact with the contractors, unless facility services direct the Architect otherwise. The facility services representative shall issue all instructions to the Contractor(s).

2.7.9 The Architect will have access to the Work at all times. All site visits, observations, and other activities by the Architect shall be coordinated with the facility services representative, and a written report of such visits made promptly to the facility services representative.

2.7.10 The Architect (including, but not limited to, the structural, mechanical, and electrical disciplines) shall make such periodic visits to the Project site as may be necessary to familiarize themselves generally with the progress and quality of the Work and to determine in general if the Work is proceeding in accordance with the Contract Documents. On the basis of such on-site observations, the Architect shall take the appropriate steps to guard the facility services against defects and deficiencies in the Work of the Contractor.

If the Architect observes any work that does not conform to the Contract Documents, the Architect shall immediately make an oral and written report of all such observations to the facility services representative. The Architect shall not be required to make exhaustive or full-time on-site observations to check the quality or quantity of the Work, but shall make as many observations as may be reasonably required to fulfill their obligations to the facility services. The Architect shall not be responsible for construction means, methods, techniques, sequences, or procedures, or safety precautions and programs in connection with the work, and shall not be responsible for the Contractor's failure to carry out the Work in accordance with the Contract Documents, but the Architect is responsible for pointing out any failures.

2.7.11 Periodic visits of the Architect shall be coordinated with the facility services representative. Each engineering discipline shall make periodic visits as may be required, during the course of work applicable to its discipline. During critical work phases, each engineering discipline may be required to make periodic visits weekly or more often. The engineering disciplines shall prepare and submit a report on each visit, submitted via the Architect to the facility services representative within three (3) working days of the visit.

2.7.12 The Architect shall render written field reports relating to the periodic visits and observations of the Project required by paragraph 2.7.11 within three (3) working days to the facility services representative in the form required by the facility services representative.

2.7.13 The Architect shall hold construction progress meetings attended by the facility services representative and representatives of each Prime contractor.

The Architect shall render written minutes of this meeting within three (3) working days to all participants in a format acceptable to the facility services representative.

2.7.14 Based upon observations at the site and upon the Contractor's applications for payment, the facility services representative and Architect shall jointly determine the amount owing to the Contractor(s), pursuant to the terms of the facility service/Contractor Agreement. They shall issue Certificates for Payment to the facility services in the amounts specified. The facility services representative shall consult with the Architect in determining the amount due to the Contractor, and the Architect shall sign the Certificate of Payment before it is transmitted to facility services by the Facility services representative. The Architect's signing of a Certificate of Payment shall constitute a representation by the Architect to the facility services, based upon the Architect's observations at the site and the data comprising the Application for Payment that the Work has progressed to the point indicated, that to the best of the Architect's knowledge, information and belief, the quality of the Work appears to be in accordance with the Contract Documents (subject to:

an evaluation of the Work for conformance with the Contract Documents upon Substantial Completion; the results of any subsequent tests required by the Contract Documents; minor deviations from the Contract Documents correctable before completion; and to any specific qualifications stated in the Certificate for Payment), and that the Contractor is entitled to payment in the amount certified. However, if it should later be found that the Contractor has failed to comply with its contract with the facility service in any way or detail, such failures and subsequent compliance shall be the sole responsibility of said Contractor. By signing a Certificate for Payment for facility services, the Architect shall not be deemed to represent that it has made any examination to ascertain how and for what purpose the Contractor has used the monies paid on account of the Construction Contract Sum.

2.7.15 If, in accordance with its duty, the Architect advises the Facility services representative of non-conforming work as stated in paragraph 10, the Architect shall confirm the non-conformance in writing to the Facility services representative within five (5) days of observation.

2.7.16 The Architect and the facility services representative jointly shall have authority to condemn or reject Work on behalf of the facility services when, in the Facility services representative's or the Architect's opinion, the Work does not conform to the Contract Documents. Whenever, in the facility services representative's or the Architect's reasonable opinion, it is considered necessary or advisable to ensure the proper implementation of the intent of the Contract Documents, the facility services representative shall have the authority to require special inspection or testing of any Work in accordance with the provisions of the Contract Documents whether or not such work is fabricated, installed or completed.

2.7.17 The Architect shall obtain governing agency occupancy approval if any exceptions arise related to the design or specified materials.

2.7.18 When the facility services representative agrees that the Work or portions of the Work are substantially complete, the Architect shall inspect the Work or portions of the Work and prepare and submit to the Facility services representative punch lists of the Work of the Contractor(s) that are not in conformance with the Contract Documents. The Facility services representative shall transmit such punch lists to the Contractor(s). Facility services may request that the Architect inspect and prepare a punch list on any portion of the Work.

2.7.19 The Architect shall review a set of reproducible record prints of drawings showing significant changes in the Work made during the construction process, based on neatly and clearly marked-up contract drawings, prints, and other data furnished by the Contractor(s) and the applicable Addenda, Clarifications, and Change Orders that occurred during the Project. The Architect shall then prepare the required as-built drawings.

2.7.20 The Architect shall review the operation of any equipment or system, such as initial start-up, testing, adjusting, and balancing.

2.7.21 The Architect shall observe and review test data of the original operation of any equipment or system, such as initial start-up testing, adjusting, and balancing, to make sure that all equipment and systems are properly installed and functioning in accordance with the design and specifications.

2.7.22 The Architect shall review the Contractor-furnished maintenance and operating instructions, schedules, guarantees, bonds, and certificates of inspection as required by the Construction Documents and forward all approved copies to the facility services representative. In addition, the Architect shall conduct such observations as necessary to ensure all material and equipment warranties are in compliance with applicable specifications.

2.7.23 The Architect shall conduct up to two (2) comprehensive Final Completion inspections per construction contract at the request of Facility services. If more than two (2) Final Completion inspections are required, through no fault of the Architect, the additional inspections shall be deemed additional services.

2.7.24 Upon correction of the deficiency reports (punch lists), and acceptance of all other close-out submittals and certificates of the Contractor, the Facility services representative and the Architect shall approve the Application for Final Payment and forward it to the Facility service for execution.

2.7.25 Provide facility services with electronic copies of all documents if requested.

2.8 Post Construction-Phase 7

2.8.1 Coordination of operating data for Facility services-supplied furniture, furnishing, and equipment.

2.8.2 Support the Facility Services team in developing an in-house or contracted program for the effective operation and maintenance of the physical plant and its equipment. This effort includes producing comprehensive operation and maintenance manuals that clearly detail procedures, maintenance schedules, and safety protocols, ensuring that staff are well-equipped to manage the facility efficiently and safely.

2.8.3 Observe and assist in the operation of building systems during initial occupancy.

Validate that systems are operating as designed. Assist in the training of the Facility services personnel in proper operations, maintenance schedules, and procedures.

2.8.4 Make recommendations concerning inadequate performance materials, systems, and equipment under warranty. Inspect or have inspected materials, systems, and equipment before expiration of the warranty period to ascertain adequacy of performance.

2.8.5 By the time the project reaches the Substantial Completion phase, the Architect must update the APS Inventory and record drawings for the project's location.

Additionally, the Architect is required to provide Facility services with copies of the construction documents for all disciplines in both CAD and PDF formats.

2.9 Utilizing Qualified Pools

2.9.1 The selected firms will make up two pools of qualified vendors. Pool A will be for vendors who qualify for projects under $5,000,000.00 Stated Cost Limitation (SCL). Pool B will be for vendors who qualify for projects over $5,000,000.00 SCL.

Vendors will be qualified for one or both of the two pools. Vendors will be required to submit proposals indicating their election for consideration for Pool A, B, or Both. Pools will be accessed on a rotational basis, contacting firms individually to request proposals for this service. When firms are contacted regarding service provisions, they will receive a comprehensive Fee Schedule.

This document outlines the specific charges associated with the services being offered, as determined by Atlanta Public Schools. The Fee Schedule will provide detailed information on the applicable fees, ensuring that firms have a clear understanding of the financial expectations before entering into any contractual obligations. (Exhibit A)

2.9.2 Once a firm is selected, you will have the option to either (1) accept or (2) decline the offer within a designated timeframe. If you choose to accept, the subsequent steps are as follows: You will need to submit a proposal by the specified date and time. This proposal should include a detailed written work plan and a timeline.

2.9.3 APS Facility services may accept the completed proposal, work plan, and timeline submitted, request modifications to the proposal, or decide not to move forward with the project. Additionally, APS Facility Services may ask for the best and final offer (BAFO) or decide to move to the next vendor in the rotation.

2.9.4 If you elect not to accept the request, then we ask that you reply to the email indicating the same. Upon receipt of no acceptance, we will move to the next qualified firm in the vendor pool.

2.9.5 In the event that Atlanta Public Schools has a specialized architectural services project, we will not utilize the rotational process and may solicit from the entire pool(s).

2.10 Required Licenses/Certifications

2.10.1 The vendor shall provide experienced, licensed, and certified personnel to perform architectural services.

2.10.2 APS reserves the right to reject any team member based on the outlined requirements.

3.0 Prime Contractor/Subcontracting Requirements
