About this file
This is a Statement of No Bid form from the City of Lubbock, Texas Purchasing and Contract Management Department related to a Cash Farm Lease opportunity for the South Water Treatment Plant Site. The form is designed for vendors who do not intend to bid on the City of Lubbock's requirement to prepare, plant, and cultivate approximately 40 acres of tillable land located in the W/2 of Section 72, Block S, Lubbock County, Texas. Vendors are instructed to complete and return the form prior to the bid receipt date to Marta Alvarez, Director of Purchasing and Contract Management, at the City of Lubbock's P.O. Box 2000, Lubbock, Texas 79457.
The form provides vendors with a comprehensive checklist of reasons for declining to bid, including specifications that are too restrictive or unclear, insufficient response time, unavailable products or services, scheduling conflicts, inability to meet specifications, project scope concerns (too large or too small), inability to provide required bonding or insurance, and other reasons. Vendors must provide company identification information, contact details, and specific remarks explaining their rationale for not bidding. This administrative document serves as a tracking mechanism to maintain vendor engagement and gather feedback on procurement barriers.
