About this file

This document is a Justification for Other Than Full and Open Competition and Sole Source Justification for a Landing Craft Utility (LCU) vessel transit through the Panama Canal. The 7th Transportation Brigade (Expeditionary) requires transit services for an LCU, with the contract to be firm fixed price using FY26 Operations and Maintenance Army funding. Norton Lilly was selected as the sole source provider after 7TBX attempted to obtain quotes from several contractors, with the Contracting Officer determining the requirement meets the exception for unusual and compelling urgency under FAR 5.202(a)(2).

The justification highlights critical logistics needs, including husbanding services for cargo handling, waste disposal, fuel provisions, repairs, crew transportation, customs clearance, and telecommunications. The urgency stems from the LCU's required transit to California for depot maintenance, which is identified as a top priority in a Department of War memorandum. Because no East Coast contractors submitted proposals for depot maintenance and SLEP upgrades, 7TBX must use West Coast services. The contract will utilize Norton Lilly's existing Global Husbanding Support Services indefinite-delivery/indefinite-quantity (IDIQ) contract, which supports multiple government agencies and has operated successfully in the maritime industry for over 180 years.
