AMC Enterprise Standards and Specifications Subscriptions Proposal Submission Instructions and Evaluation Criteria

1. Proposal Submission Instructions:

This is a competitive acquisition for a single Firm-Fixed-Price contract award. Award will be made to the responsible Offeror who offers the lowest priced, technically acceptable proposal. Two evaluation factors will be considered: Technical and Price. In order to be considered awardable, an “acceptable” rating must be achieved for the non-price Factor.

Proposal Due Date and Time

Proposals must be received by the Government NLT 11am Central Time, 22 April 2024.

Proposal Preparation and Format:

To be considered for award, an Offeror shall submit a Proposal in accordance with (IAW) instructions in this Request for Proposal (RFP). The Offeror shall submit one electronic copy via email to Molly B. Condon, Contract Specialist, at molly.b.condon.civ@army.mil and Neal L. Williams, Contracting Officer, at neal.l.williams.civ@army.mil. Hard copies are not requested or required.

Proposal Content:

The Proposal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of proposed approach. The Government will base its evaluation exclusively on the information presented in the Proposal.

Technical Factor:

The Offeror shall submit a complete and detailed description of its Technical Approach for accomplishing the requirements of the RFP. The Offeror must confirm they can meet all the specification and requirements for standards listed in the RFP and are authorized resellers of items in Table 1 of the RFP.

Price Factor:

The Government intends to award a contract utilizing Firm Fixed Price CLINs.

The proposal shall price each item in the RFP Table 1 and have each Option Period separately priced per the RFP.

A proposal is presumed to represent the Offeror’s best offer in response to this RFP.

Any inconsistency, whether real or apparent, between promised performance and the costs shall be explained in the Price proposal. For example, if a business policy mailto:molly.b.condon.civ@army.mil mailto:neal.l.williams.civ@army.mil decision was made to absorb a portion of the estimated costs, that approach shall be stated within the Price proposal (including any associated calculations).

Proposal Errors/Omissions. The Government is not under any obligation to correct proposal errors/omissions. Those proposals with errors/omissions, where the Government is unable to ascertain the Offeror’s intent without meaningful exchanges or clarifications may be removed from further consideration.

All costs and expenditure profiles shall be stated in U.S. dollars.

2. Evaluation Factors for Award

Basis for Award:

Evaluation of proposals will be conducted as Lowest Price, Technically Acceptable.

Technical Approach Factor will be evaluated as Acceptable or Unacceptable. The Government must determine the Offeror to be “Acceptable” for the Technical Factor to be considered for Award.

Technical Factors:

• Demonstrates the capability to perform all elements of the RFP Table 1.

• Demonstrates the capability to meet all the Specifications with the RFP.

In performing the evaluation of the Technical Approach Factor, the following rating and description will be used:

Adjectival Rating Description

Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

Price Factor:

The total evaluated price will be the total of the Offeror’s submitted price proposal. The proposal will be evaluated IAW Federal Army Regulations (FAR) 15.404-1(b), Price Analysis for Commercial Items. Price analysis is the process of examining and evaluating a proposed price without evaluating its separate cost elements and proposed profit.

IAW FAR 15.403-3, Requiring data other than certified cost or pricing data, the Government request other than certified cost and pricing data for two pervious sells of the same or similar items whether to the Government or other than the Government entities. To meet this requirement, the Offeror must provide at least one set of sales data (invoices) which reveal the proposed prices are available public for similar quantities, similar services, for non-Government customers at the proposed prices or lower.

The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Examples of such techniques include, but are not limited to the following:

a. Comparison of proposed prices received in response to the solicitation;

b. Comparison of proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items;

c. Comparison of proposed prices with the Independent Government Estimates;

d. Comparison of proposed prices with prices obtained through market research for the same or similar items.
