About this file

This is a Sources Sought Synopsis for Rockwell PLC Training services. The United States Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify contractors capable of providing classroom training on ControlLogix systems for USAF personnel at the Warner Robins Air Logistics Complex (WR-ALC) at Robins Air Force Base, Georgia. The Government seeks sources with expertise in industrial control systems, specifically Rockwell/Allen-Bradley platforms, and experience delivering technical training to government or commercial customers. No set-aside decision has been made; however, small business responses will be thoroughly analyzed to determine the final contracting strategy. The response deadline is 11:00 AM EST on April 8, 2026, and interested contractors must submit responses via email to Claudette Macneil (claudette.macneil@us.af.mil) or Crystal Wainwright (crystal.wainwright.2@us.af.mil).

Respondents must complete a Contractor Capability Survey addressing instructor qualifications and certifications, training facilities and hands-on equipment availability (including Studio 5000 Logix Designer software), curriculum development and customization capabilities, and past experience delivering technical training on control systems within the last five years with specific contract details. Contractors must also respond to commerciality questions regarding established pricing structures, instructor assignments, alignment of terms and conditions between commercial and government offerings, and quality assurance and student satisfaction policies. Joint ventures and teaming arrangements are encouraged, particularly for small businesses that lack full capability to meet all requirements independently. Responses must be in readable electronic format not exceeding 10 MB per email, and documentation supporting claimed capabilities is strongly encouraged to enable adequate government assessment.

INSTRUCTIONS:

1. The document(s) below contain a description of the Rockwell PLC training requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.

3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:

a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability. Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this SSS is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.

b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

4. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

5. Questions relative to this market survey should be addressed to the following:

Claudette Macneil, claudette.macneil@us.af.mil Crystal Wainwright, crystal.wainwright.2@us.af.mil

Instructor Qualifications: Describe the technical expertise and certifications of instructors who would teach this course. What is their experience with industrial control systems, specifically Rockwell/Allen-Bradley platforms? b. Training Facilities & Equipment: Detail your classroom and lab environments. Do you provide hands-on training with actual ControlLogix hardware and software (e.g., Studio 5000 Logix Designer®)? Please list the equipment available per student. c. Curriculum Development: Describe your process for creating or customizing course materials. Do you have existing, off-the-shelf ControlLogix courses, and can they be tailored to specific USAF operational examples or maintenance scenarios?

2. Describe your company's past experience delivering technical training on industrial control systems within the last five years. Prioritize examples for Department of War (DoW) or other government agencies. For each contract, please provide: a. The specific control system platform (e.g., ControlLogix, Siemens, etc.). b. A brief description of the training provided and the student audience (e.g., maintainers, operators). c. Contract number, period of performance, and a valid Point of Contact.

B. Commerciality Questions:

1. Do you have an established commercial catalog or price list for ControlLogix or similar technical training courses? If so, please provide it. Is pricing typically structured per-student, per-class, or on another basis?

2. Are the instructors who deliver training to your commercial customers the same instructors who would be assigned to this USAF requirement? If not, please describe the differences in qualifications or experience.

3. Are the terms and conditions for your commercial training courses (e.g., class size, cancellation policies, course material provisions, student support) the same as what you would offer the Government? Please describe any differences.

4. Since this is a training service, please describe your policy regarding course quality and student satisfaction. For example, what recourse is available if the training does not meet the objectives, or if a student needs to reschedule or cancel?
