About this file

This is a Request for Qualifications (RFQ) issued by the Montana Department of Natural Resources and Conservation (DNRC) for a topographic ground survey of the Ackley Lake Supply Canal. The project involves performing detailed topographic surveys on the 5.1-mile Supply Canal from the Judith River to Ackley Lake in Judith Basin County, Montana. The solicitation was released on September 27, 2019, with qualifications due by 3:00 PM MDT on September 27, 2019. The project timeline requires completing all field work and data collection by May 1, 2020, and submitting all deliverables by June 15, 2020. Professional land surveying firms are invited to submit proposals, with the State of Montana owning the Ackley Lake and Supply Canal and marketing water to the Ackley Lake Water Users Association (ALWUA).

The RFQ specifies that interested firms should submit five bound copies and an electronic copy to the project manager, Mark McNearney, at the DNRC Water Resources Division. The survey will be conducted when the supply canal is typically shut down in the fall and winter, with current water levels indicating the canal will likely be turned off. Firms are encouraged to provide information about their proposed data collection equipment and methodologies, including potential use of UAV photogrammetric survey techniques. The project does not require a cadastral survey retracement of irrigation easements, and the submission should not be made through the eMACS system. Payment terms are set at 0% 0, Net 30, with the currency in US Dollars.

1.3

A discrepancy on deliverable dates shown on pages 1 and 3 of the RFP. Could you please verify which deliverable date is correct?

The correct project schedule is listed on page 3 of 6 (Complete all field work and data collection efforts by May 1, 2020 and submit all deliverables by June 15, 2020.

1.4

Verify that dates that the canal will be dry and most suitable for survey?

The supply canal is typically shut down in the fall and over the winter, depending on the need to maintain a reservoir winter pool elevation. Currently, Ackley Lake water elevation is above maximum winter storage elevation, so it is likely the supply canal will be turned off to meet this requirement.

1.5

Will UAV photogrammetric survey performed over a control network that meets specification be accepted for this project?

The RFQ asks for information related to the accuracy of the proposed data collection equipment and methodologies. If UAVs are to be utilized, provide description of advantages and /or limitations over conventional topographic survey methods.

1.6

An irrigation easement is described in the RFP, but plotting the easement on the control network along with the topographic survey is not an explicitly listed as a deliverable. Should we provide for retrace and plotting the easement, or DNRC comfortable in assuming its location.

There is not a deliverable associated with irrigation easement. The irrigation easement description was provided for information only to describe the approximate reference of infrastructure width. Cadastral survey retracement of irrigation easements is not needed.
