About this file
This document is a Request for Bid (RFB) #JJJ-7740 issued by the Wisconsin Department of Corrections (DOC) through its Purchasing Services Section on behalf of the Bureau of Correctional Enterprises (BCE). The RFB was issued on March 31, 2020, with responses due April 28, 2020, and seeks vendors to provide Holstein and Angus bull semen and artificial insemination services for dairy cattle operations at three state correctional farms: Waupun State Farm, Fox Lake State Farm, and Oregon State Farm. The procurement is structured to award multiple contracts for bull semen suppliers while selecting a single contractor with the lowest total cost for artificial insemination services at each location.
The contract covers the supply of Holstein bull semen meeting specific genetic criteria (TPI of 1400 or greater, milk projection of 500+ lbs, various reliability percentages for multiple traits) and Angus bull semen subject to farm manager approval, along with artificial insemination services to be performed 365 days per year typically between 7:00 AM and 11:00 AM. The initial contract term is two years with two additional two-year renewal options by mutual consent. Pricing for artificial insemination services must remain firm throughout the contract period, while bull semen prices will fluctuate based on market conditions. The procurement includes provisions for minority business enterprises (MBE) and disabled veteran-owned businesses (DVB) to receive up to 5% bid preferences, and the contract is available to other authorized state and local government users through Wisconsin's cooperative purchasing program.
