Question and Answers (2)

Q1: Are resumes of the proposed staff part of the 30 pages? If so, can resume be included as appendix that won’t be considered part of the 30-page limit?

A2: Any resumes submitted count towards the technical page limit of 30 pages.

Q2: Is there a page limit for every resume?

A2: There is not a page limit for every resume, but any resumes will count towards the 30-page limit.

Q3: A59 directs Offerors to refer to FAR 52.212-1 Addendum, F regarding the format to submit Past Performance qualifications. It appears that this FAR governs rules on late proposals and revisions. Could you kindly clarify if there is a specific format that Offerors should use to present their Past Performance qualifications?

A3: Addendum, F, states: at a minimum, each Past Performance record shall include contract value, duration, scope, client name, and performance outcome.

Q4: A129 states that "offerors should submit CVs only to the extent required by the solicitation instructions." As now amended, however, the RFP does not mention CVs. (The sole mention of CVs was in the "Proposal Requirements" language in the Performance Work Statement that followed C.19 "Assumptions and Dependencies." However, this proposal requirements language was removed by Amendment 1.) Is it still DFC's intent to require CVs for key personnel and/or an indicative set of highly qualified team members?

A4: CVs are not required, but may be included in the technical proposal if the contractor chooses to use CVs to demonstrate the contractor’s experience and capabilities.

Q5: Can you please clarify whether CVs (if included with our offer) count against the new 30-page limit for the technical proposal? Is it acceptable, per the now-deleted language in the original solicitation, to provide CVs in an appendix that does not count against the page limit? I suspect that other firms may be looking for this same clarification.

A5: Any pages or technical Appendixes beyond the 30-page limit will not be evaluated.

Q6: According to A51 – A55 (which refer to A6) it appears that our write up for that should also be included in the 30 pages. If bios/CVs and the task scenario write up are included in the 30 pages, it does not leave much room for the introduction of our team and technical approach. Will you consider accepting CVs and the task scenario write up outside of the 30 pages, or expanding the page limit please?

A6: See above answers. Full CVs and/or resumes are not required. Offerors shall present the technical capabilities and experience within the 30-page limit. Short bios demonstrating staff capability is one way to present the information.
