About this file
This is a Questions and Answers document for solicitation 77344426Q0087 regarding a South American Potassium Fertilizer Commodity Development Desk (CDD) analysis contract. The Government will award a firm fixed price contract to conduct market analysis on either potassium fertilizer or nitrogen and phosphate fertilizers originating in South America (Argentina, Brazil, Paraguay, etc.) with end markets in Brazil, South America, and potentially the United States. Only one report will be executed during the period of performance, though offerors must submit separate cost breakdowns for both report options on a single Microsoft Excel spreadsheet clearly identifying which report each quote covers. The breakdown should include hourly rates and anticipated level of effort.
The contract period of performance is 10 weeks, with the final report due within six weeks of award. The remaining four weeks are allocated for follow-up questions and answer sessions. Offerors may request flexibility to extend the initial three-week draft report period at the expense of the final draft timeline. Award decisions will be based on best value, considering both technical qualifications and price, with superior technical qualifications potentially outweighing higher pricing. The Government expects to make an award in a timely manner, with updates provided as they become available. Contractors should rely on their own estimates for analysis, including Average EBITDA margin calculations.

Q&A – 77344426Q0087 – South American Potassium Fertilizer CDD
- How is price factored into evaluations?
o As noted in the evaluation factors, the award decision is based on the best value of both technical qualifications and price. A higher priced offeror may be awarded if the Government deems an offeror’s superior technical qualifications outweigh the price.
- For the reports (one for the potassium fertilizer market and another including nitrogen and phosphate fertilizers) should the quotes be reported separately in excel and will they be under one CLIN?
o Please provide a breakdown of costs for each report utilizing hourly rates and the anticipated level of effort. These can both be on the same excel spreadsheet but should clearly mention which report the quote is based on. Only one report will be utilized during the period of performance.
- Should both reports be due within the first six weeks of award, or will these deadlines be individual?
o The Government will move forward with either the potash report or the expanded fertilizer report, not both. Regardless of which avenue we choose, the report will be due within six weeks of award.
- Can the Government clarify the instructions for the quote?
o Quotes should be conducted in accordance with the instructions to offerors in the solicitation. The contract type is anticipated to be firm fixed price, and a price breakdown involving the total should be included in a Microsoft Excel file noting the hourly rate and the anticipated level of effort. Please refer back to the instructions to offerors in the solicitation for further detail.
- The period of performance is for 10 weeks, but the final report is due in 6 weeks. Can the Government clarify if the period of performance is meant to be shorter, or what is meant to be accomplished in the remaining 4 weeks after the final report is due?
o The remaining 4 weeks are intended for follow-up Q&A, discussion sessions, etc.
- What is the anticipated award date?
o There currently is no exact date, but the Government expects to make an award in a timely manner. Updates will be provided to all offerors as they become available.
- Would operating costs for the Argentina Potash company is available and could be used to estimate “Average EBITDA margins.”? Or, do you prefer that the contractor rely on their own estimates for this?
o The contractor should rely on their own estimates.
- What are the expectations for the draft after the initial three-week period. Is there any flexibility for a little more time if needed?
o The purpose of the 3-week draft report is to provide DFC with a sense of the overall direction/focus/flow of the report so that we can course correct if necessary. We do not expect the 3-week draft to be near-final.
o There is flexibility for more time to prepare the initial draft (thereby shrinking the time for the final draft) if the company believes a longer initial period is appropriate.
- For the second quote, which refers to “replicating the above for nitrogen and phosphate fertilizers,” should the contractor assume origination in Argentina, with end markets in Brazil/South America and potentially the US? Or would you prefer a broader approach to these analyses? Any direction you can provide regarding the geographic focus would be appreciated.
o For the nitrogen and phosphate fertilizers analysis, the contractor should assume origination in South America (i.e. Argentina, Brazil, Paraguay, etc.), with end markets in Brazil, South America, and potentially the US.
