About this file
This is Amendment 0002 to Solicitation 77344426Q0057 issued by the U.S. International Development Finance Corporation (DFC) on April 6, 2026. The amendment modifies the submission deadline and evaluation criteria for a custodian services solicitation.
The key changes include: (1) extension of the bid due date from May 6, 2026 at 5:00 PM to May 11, 2026 at 10:00 AM Eastern Time, (2) removal of the local DFC clause DFC.035 Registration in FedConnect, (3) removal of FAR 52.212-5 (Deviation Feb 2025) as the October 2025 version is already incorporated, and (4) clarifications to the "Award Notice" section under Evaluation Factors. Quoters must submit technical qualifications and experience as a separate file, along with a price quote detailing fee structure (fixed or tiered based on asset type/size) and total costs. The award is anticipated to be Firm-Fixed Price. DFC will award to the offeror providing best value and reserves the right to conduct negotiations with the apparent successful offeror and award to multiple vendors. DFC is seeking a custodian with ability to provide coverage across multiple countries; if geographic coverage is insufficient, DFC may engage multiple service providers. Quotes must be emailed to Contract Specialist Michael Pasquella (michael.pasquella@dfc.gov) no later than 10:00 AM Eastern Time on Monday, May 11, 2026. All other terms and conditions remain unchanged.
