About this file

This is a Limited-Sources Justification document for a sole source GSA schedule order issued by the U.S. International Development Finance Corporation (DFC). The contracting activity justifies awarding a sole source order to Verizon Wireless under GSA schedule 47QTCA20D00B5 for wireless carrier services and mobile devices. DFC requires domestic and international wireless carrier services, mobile device acquisition and lifecycle management, rate plan optimization, inventory management, reporting, customer support, message archiving and records retention support, security compliance, and device disposition services. The period of performance consists of a 12-month base period and four 12-month option periods, with an estimated total value that is redacted in the document.

The justification is based on FAR 8.405-6(a)(1)(B), asserting that only one source—Verizon Wireless—is capable of providing the required supplies and services at the required quality level because the services are unique or highly specialized. Market research was conducted among five Federal Supply Schedule contractors: Cellco Partnership (Verizon Wireless), AT&T Mobility LLC, Manhattan Telecommunications Corporation LLC (MetTel), WidePoint Integrated Solutions Corp., and Vodafone Global Enterprise LTD. The incumbent provider, T-Mobile, was excluded as it is not a Schedule holder. The Contracting Officer determined that Verizon is the only contractor reviewed that demonstrably meets all minimum requirements—including FedRAMP-authorized mobile message archiving, domestic and international coverage, and federal records retention capability—without introducing coverage, performance, or compliance risk. DFC committed to conducting tactical and strategic market research for future acquisitions of a similar nature to enable open competition when possible.

Limited-Sources Justification

IAW FAR 8.405-6

1. CONTRACTING ACTIVITY

US International Development Finance Corporation (DFC) Office of Acquisitions 1100 New York Avenue, N.W.

Washington, D.C. 20527

2. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED

The action being approved is a sole source GSA order under schedule 47QTCA20D00B5. This is for Verizon Wireless Mobile Services and Devices.

3. DESCRIPTION OF SUPPLIES AND/OR SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS (Including Estimated Value)

DFC requires wireless carrier services and devices to support operational needs. Required services include domestic and international wireless carrier services; mobile device acquisition and lifecycle management; rate plan optimization; inventory management; reporting; customer support; message archiving and records retention support; security compliance; and device disposition services.

These services shall support ongoing operations, including service activations, changes, international travel, and technology refreshes, while ensuring compliance with applicable federal regulations, security standards, and policies throughout the period of performance. Services shall be provided using commercially available solutions and delivered in a manner that supports continuity of operations, scalability, and operational flexibility.

The Period of Performance (POP) consists of a 12 month base period and four (4) 12 month option periods. The estimated total value of the requirement, including all option periods, is

5. BEST VALUE DETERMINATION BY ORDERING ACTIVITY CONTRACTING

OFFICER.

In accordance with FAR 8.404(d) and FAR 8.405 6, the Ordering Activity Contracting Officer determined that issuance of the order represents the best value to the Government. DFC’s minimum requirements include domestic and international wireless carrier services, operational support, and a FedRAMP authorized mobile message archiving capability necessary to support federal records retention, oversight, and continuity of operations requirements.

Based on documented market research, Verizon Wireless was the only Federal Supply Schedule contractor reviewed that demonstrably meets all minimum requirements using Schedule based offerings without reliance on third party carrier arrangements or changes to the Government’s needs. While other Schedule contractors advertise similar capabilities, those solutions introduce performance or coverage risk due to dependency on underlying carriers previously determined to be insufficient for DFC’s international operational requirements. The Government is not required to accept increased risk in order to obtain lower pricing; therefore, award to Verizon represents the best value to the Government.

6. MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND

SUMMARY OF RESULTS

Market research was conducted in accordance with FAR 8.405 6 among Federal Supply Schedule contractors offering wireless carrier services to determine whether multiple contractors could meet DFC’s minimum requirements for domestic and international wireless services, including compliant mobile message archiving. Contractors reviewed included Cellco Partnership (Verizon Wireless), AT&T Mobility LLC, Manhattan Telecommunications Corporation LLC (MetTel), WidePoint Integrated Solutions Corp., and Vodafone Global Enterprise LTD. The incumbent provider, T Mobile, was not considered because it is not a Schedule holder.

Market research confirmed that Verizon offers Schedule based wireless services that meet DFC’s domestic and international coverage requirements and support integration with a compliant mobile message archiving solution used for federal records retention and oversight. Other Schedule contractors reviewed advertise message archiving capabilities; however, available information indicates those capabilities rely on underlying carrier networks or indirect service arrangements.

DFC has previously determined that certain underlying carriers do not provide sufficient international wireless coverage in countries where DFC conducts official business. As a result, Schedule contractors whose solutions rely on those carriers were determined to present unacceptable performance risk. Based on this research, the Contracting Officer determined that Verizon is the only Schedule contractor reviewed that demonstrably meets all minimum requirements without introducing coverage, performance, or compliance risk.
