About this file

This document contains questions and answers regarding a request for quotation from the International Development Finance Corporation for a legislative subscription for its Office of External Affairs. The subscription would provide news and periodicals to agency users and involve accessing the vendor's system to review and download information, but would not include any personally identifiable or sensitive information. As such, security and privacy requirements for IT procurements would not apply unless the system were to contain such data.

1. Question: The statement of work (SOW) references compliance with DFC.028, Security and Privacy Requirements for all Information Technology Procurements. The requirement is applicable for services where there is access to government facilities or information systems or where a vendor would be operating a federal system on the government's behalf. Please clarify that the government will consider the applicability of those requirements in light of the nature of the successful vendor's services in tandem with the vendor's access to government facilities, systems, and data, or lack thereof.

Answer: Per DFC’s Office of Information Technology, if the system will contain any personally identifiable information (PII) or sensitive information, then the requirements in the DFC.028 clause must apply. If the system does not hold any sensitive information, it may fall into a category of external system that DFC terms “unmonitored.” Those are systems like subscriptions where all DFC users do is access the system to review or download information (e.g., news, periodicals, etc.).
