About this file
This document contains responses to requests for information (RFIs) regarding Amendment 1 to Solicitation Number 77344422Q0020 for International Tax Compliance Advisory Services. The solicitation, issued by the International Development Finance Corporation, seeks a single vendor to provide general tax advice and consulting services in jurisdictions where the agency is contemplating investments, as well as tax and regulatory filing services where required. An acceptable pricing model would utilize an hourly rate card by level and type of service that varies by jurisdiction to develop estimated fees for specific requests. The selected vendor would designate a single point of contact in the U.S. to coordinate all tax service requests with the firm's foreign tax teams.

Correct.
On average, how many tax service requests could we expect per month from DFC? Section 3c.
At this time, we are aware of annual tax filing required in India.
To the extent you can reasonably estimate, approximately how many different jurisdictions would require a tax service request over the next 12

months? To extent possible, please provide the names of the jurisdictions which would constitute approximately 75% to 80% of such tax service requests? Section 3c.
Because we are just beginning to make equity investments in new countries, we will need tax advice regarding whether or not the agency will be taxed or subject to filing requirements due to an investment in each new country. Currently, several investments have been through tax efficient vehicles in Mauritius, Luxembourg, and the Netherlands. In the near term we will need advice regarding Singapore. Going forward, the agency could consider investing directly in eligible country.
Can you provide a short description of the type of tax service requests we could expect which constitute 75% to 80% of total tax service requests to be made by DFC over the next 12 months?
Section 3c.
General tax advice and consulting services in jurisdictions where DFC is contemplating an investment.
Tax and other regulatory filing services, if applicable, in jurisdictions where DFC’s IIA do not specifically exempt it from the requirements.
For these types of engagements where the scope, jurisdiction, underlying facts, and particular tax service request is not known at the time of the proposal – we would propose an hourly rate card by level and type of service (which might vary by jurisdiction) to be used in developing an estimated fee for each tax service request as DFC makes the request to us. Would such a pricing model be acceptable to DFC? If not, please provide how DFC would view an acceptable pricing model for this contract. Section 3c.
Yes, such a model would be acceptable.
Would DFC prefer a single point of contact in the US for its tax service requests whereas the US point of contact would coordinate all tax service requests with our foreign tax teams DFC? Section 3c.
Yes.
Would it be beneficial for DFC and a member(s) of our firm to meet (in-person/virtually) on a regular basis to discuss status of on-going projects as well as tax service needs expected in the future? Section 3c.
Yes.
How often does DFC send its contractors/employees into foreign jurisdictions? If and when this occurs, what types of activities do such people perform in that foreign jurisdiction? Approximately, for how many months are such people in such foreign jurisdiction perform activities? Section 3c.
DFC periodically sends personnel into foreign jurisdictions to perform project due diligence or monitoring activities. DFC also send personnel on official government delegations. Finally, DFC has several employees stationed overseas at US Embassies. All oversees activities are conducted with the approval of the State Department as official US government activities.
