PERFORMANCE WORK STATEMENT
C.1 INTRODUCTION
1.1 This position is in the Financial Institutions & Capital Mobilization Division of the Office of Financial and Portfolio Management (OFPM) at the U.S. International Development Finance Corporation (DFC). The Financial Institutions & Capital Mobilization Division (FICMD) performs credit management for the portfolio of DFC loans and loan guarantees to financial institutions (FIs) and through other financing structures for the benefit of downstream sub-borrowers. The portfolio of credits managed by FICMD includes DFC's direct loans and loan guaranties to commercial banks, non-bank financial institutions (NBFI's), microfinance institutions (MFIs), microfinance investment vehicles (MIVs), debt funds, depository payment rights vehicles and all other financial institutions. Credits and guarantees to/through other financial structures, managed by FICMD, include DFC's framework agreements with financial institutions and financial intermediaries (Frameworks), as well as its Loan Guaranty Facilities (LGFs).
1.2 FICMD is also responsible for managing DFC's Capital Mobilization Program, including launching/managing new risk-share platforms with private sector investors who take automatic risk interests in DFC loans to projects in various asset classes (i.e., FI, Infrastructure, etc.) as well as deal-by-deal unfunded participations by private sector investors so as to mitigate DFC risk particularly in sizable deals. FICMD also administers DFC's B-Loan syndications program (Syndications).
1.3 The Loan Monitoring Officer (LMO) shall provide personal services as a senior officer - reporting to the FICMD Managing Director (MD) ? and will manage an assigned portfolio of the most complex, sensitive, precedent-setting loans to FIs, NBFIs, MFIs, MIVs, as well as credits through intermediated LGFs and Frameworks. The LMO shall be responsible for his/her assigned portfolio from the time of its transfer from the loan originations departments (or from another officer) until the final repayment or recovery of the loan. In the fulfillment of these responsibilities, the LMO may perform this work alone or in combination with more junior or senior FICMD officers, as directed by the MD. The LMO shall provide assistance, support and back-up to the MD, or any other FICMD officer as designated by the MD.
1.4 Under the direction of the MD, the LMO will be responsible for managing and overseeing all tasks required to effectively monitor and credit-manage each loan and loan guarantees in his/her portfolio. Duties typically include funding DFC-approved credits, on-going monitoring of FI/NBFI/MFI/MIV/LGF/Framework loan transactions (as more fully described below), and negotiating, structuring, obtaining approval, and documentation closing on restructurings. Additionally, the incumbent shall, at the direction of the MD/FMD, provide support in effectively managing loan write-downs that may involve handling of assets to mitigate losses to DFC. Work involves coordinating major financing for international projects, including providing advice and staff support on planning, developing, implementing, and evaluating issues related to credit, risk and DFC policy. At this level, the incumbent provides critical support in business development, analysis of issues, and negotiating with other US agencies, private consultants, or foreign governments on language in documents to which the USG is or will be a signatory. Periodic travel may be required to conduct work in any DFC country.
C.2 MAJOR DUTIES AND RESPONSIBILITIES
2.1.1 Manages work in all phases and activities related to DFC's loans and loan guarantees to FIs/NBFIs/MFIs/MIVs/LGFs/Frameworks, including all phases of the credit management process, from time of disbursement to repayment/recovery. Specific responsibilities include, but are not limited to (a) the effective transition of the credit relationships from the origination departments; and (b) on an on-going basis, in connection with the assigned portfolio of FI/NBFI/MFI/MIV/LGF/Framework credits, performing and coordinating all tasks associated with loan monitoring activities
(i.e., waivers, amendments, loan reviews, credit scoring, etc.) as well as in-depth analysis of: the ongoing nature of the business, the financial statements provided by the borrower and its sponsors, country related macroeconomic and microeconomic risks, risks related to project contractual obligations; creating/updating complex financial models, renegotiating and documenting terms and conditions of existing finance agreements and other project documents monitoring financial covenants and project completion requirements, early detection of potentially adverse risk rated credits, developing and implementing credit actions designed to minimize DFC's loss in adversely risk rated credits, recommending risk ratings, and determining whether opportunities for new financing exist for DFC within existing portfolio.
2.1.2 Manages relationships with all assigned borrowers, other DFC officers involved in assigned loan portfolio, project appointed consultants, sponsors, guarantors, other creditors, and other parties.
2.1.3 Negotiates with key interested parties on DFC loan terms, including collateral security, and policy requirements.
Coordinates co-creditor arrangements with other creditors, such as development banks, IFC, Export-Import Bank, and commercial or investment banking institutions.
2.1.4 Conducts periodic site visits to examine the financial standing of borrowers, their compliance with DFC terms, assess conformity with written documentation. Site visits encompass inquiries into all aspects of the borrower's operations in order to consider, review, and analyze the various potential impacts on their creditworthiness. Through the field visits, obtains information through meetings with officials of the host country, private firm representatives, U.S. AID and Embassy personnel and other sources so as to analyze the ongoing viability and financial condition of the borrower.
2.1.5 Conducts evaluations of DFC's collateral in projects by ascertaining the nature of the collateral, its location, availability, current value, and sufficiency to cover DFC's financial risk.
2.1.6 Creates and updates complex financial models as needed, negotiates and documents revisions in terms and conditions of existing finance agreements and other project documents.
2.1.7 Coordinates with production departments to provide new financing opportunities to existing clients, including providing expert level support in complex project analysis and structuring, negotiating and executing.
2.1.8 Recommends new financing as necessary for "criticized" assets to maximize DFC's opportunity for full collection of amounts owed.
2.1.9 Incumbent may also support the MD in managing an issue/area (region or sector), as assigned. Incumbent may also be asked to assist with development and revision of FICMD policies and procedures.
2.1.10 Incumbent may also be tasked with specific responsibilities related to supporting, implementing and administering FICMDs Capital Mobilization and Syndications Program (as described in 1.2 above), reporting to the MD. The incumbent may be directed to track all transactions going through DFC's internal approval process, which may qualify under the Capital Mobilization Program, at each stage in their review/approval, and report to the Capital Mobilization Team. For qualifying deals, the incumbent may also need to review all relevant documentation (i.e., internal approval documentation, commitment and loan documentation, etc.) and apply any contractually mandated algorithms to each qualified transaction being originated. The incumbent may need to interface with DFC's Accounting Department to ensure proper billing/fee allocation, as well as assist in preparing any reports to private sector counterparties participating in DFCs Capital Mobilization initiative.

2.2. EVALUATING PERFORMANCE: the COR shall conduct annual performance reviews of PSCs. The review shall be submitted to the Contract Specialist prior to the option period being exercised.
2.3. CONDUCT: By law and by the terms of their contracts with DFC, PSCs are subject to the laws, rules and regulations applicable to non-contract employees, including, without limitation, the Anti-Deficiency Act, the Hatch Act, and the laws and regulations governing the ethical conduct of Federal employees of the United States Government. Additionally, because PSCs are sole proprietors, they are subject to Section 441C of the Federal Election Campaign Act (FECA) which prohibits PSCs "from making or soliciting a contribution to "any political party, committee, or candidate for public office or to any person for any political purpose or use."
C.3 QUALIFICATIONS
3.1. EDUCATION and CERTIFICATION: The PSC shall have a minimum of either an MBA or a Master's degree in Business, Finance, Accounting, technical, or other related field. Other finance or accounting certification is desirable but not mandatory.
It is the PSC's responsibility to maintain the required certifications throughout the life of the contract at no cost to the Government.

3.4. OTHER REQUIREMENTS: The contractor shall be a U.S. Citizen and have the ability to obtain and maintain a Public Trust clearance.
C.4 SUPERVISION RECEIVED
4.1 The incumbent reports to the FICMD MD. The guidelines provide a framework but do not provide details in terms of methods used to accomplish assignments. Frequently, there are no precedents to guide analysis in unusual, novel and sensitive situations. The PSC uses considerable judgment to interpret and adapt existing precedents and to develop new ways to analyze, develop and present information on controversial subjects or structure novel approaches to credit management/monitoring. The methods and procedures developed often serve as precedents for others.
C.6 COMPLEXITY
6.1 The employee has a broad overall credit management responsibility for a portfolio comprised of the most complex, sensitive, or precedent setting international debt instruments (including loan an loan guarantees) to all types and sizes of FIs in Emerging Markets. Therefore, considerable emerging markets credit management experience in a global FI, Development Finance Institution (DFI) or bilateral institution (i.e., at least five years), in a range of sectors, is highly desirable.
6.2 Assignments supervised or personally handled are characterized by breadth and intensity of effort and involve several phases being pursued concurrently or sequentially with the support of others within or outside the organization.
Decisions/recommendations made in connection with managing the portfolio or based on analysis of the technical, economic, legal, marketing, political, and financial feasibility of projects. The work requires originating new techniques, establishing criteria, or developing new information.
6.3 Projects may be of extraordinary interest to policy makers at DFC or elsewhere; have substantial precedent-setting value;
and/or involve some unusually complex or sensitive issues. The PSC shall evaluate finance projects and coordinate the work of other professionals both within and outside DFC. Management of projects includes varied duties requiring many different and unrelated processes and methods.
C. 7 SCOPE AND EFFECT
7.1 The purpose of this position is to provide high level support to the MD in managing a portfolio of FI/NBFI/MFI/MIV/LGF/Framework credits including performing monitoring/restructuring/workout and recovery activities. Prior experience in in-depth financial/credit analysis and/or credit management of loan portfolios, and/or loan origination is needed.
Further, although not required, some knowledge of equity investments and political risk insurance is desirable. The work has substantial impact on DFC, on client companies and on the host country. The work implements Congressional and White House priorities and requirements and advances relationships and furthers the goals of U.S. interests while promoting improvements in business programs worldwide.
The projects often establish precedents for future finance work and repayment and recovery activities may significantly impact DFC's profitability.
C.8 PERSONAL CONTACTS
8.1. Contacts are with representatives of business (foreign and domestic), high level officials of countries with emerging economies, officials of other government agencies, Embassy officials, and with all levels of DFC employees.
C.9 PURPOSE OF CONTACTS

All PSC travel shall be approved by the COR and PSC's supervisor and is processed in the E2 system. Likely locations of travel to perform services under this contract include DFC countries in Asia, Latin America, Africa, Middle East and Eastern Europe.

11.2. The work is typically performed in an office setting; travel in foreign countries may require outdoor work to visit sites of potential or active projects and may involve primitive accommodations and means of travel.
C.12 HOURS OF PERFORMANCE
12.1. DFC's core operating hours are from 09:00am to 3:00pm. The PSC shall provide 40 hours of service each week. PSCs are not eligible for overtime or compensatory time.
12.2. Telework: PSCs are authorized to telework and must have a Telework Agreement in place. Telework must be approved by the COR and PSC's supervisor.
12.3. Floating Hours: PSCs are eligible for floating hours for time worked over 80 hours in a pay period. The annual accrual of floating hours is not limited. However, no more than 36 hours of unused floating hours will be paid out to the PSC at the end of the option period. Floating hours accrued and used shall be recorded on the timesheet and approved by the PSC supervisor. Only travel during non-work hours can receive floating hours. All floating hours earned must be used by the end of the current option period. Floating hours are paid with current year funds that expire at the end of the option. Therefore, floating hours do not roll over to the next option period. Any unpaid or unused floating hours will be removed from the timesheet at the end of the current option or contract expiration.
12.4. Paid Time Off (PTO): All PSCs receive 15 days, 120 hours, of PTO per year. This time can be used as annual or sick leave and the balance shall be tracked on the PSC's timecard. All PTO are available for use on the first performance day of the contract. PTO does not roll over and must be used by the end of the current option. Unused PTO will not be paid out at the end of the option period. All PTO requests shall be approved by both the COR and PSC's supervisor.
12.5. Facility Closure: PSCs are only permitted to invoice for hours worked. Therefore, in the event of facility closure, delayed opening, or early dismissal of DFC staff, the PSC will not be paid for unworked hours. In these situations, the PSC has the option to telework, or use floating hours or PTO.
12.6. Federal Holidays ? PSCs are paid for all Federal Holidays as listed below and any additional federal holidays granted by executive order. As PSCs are not authorized overtime or comp time, any hours worked on a federal holiday are added to the timesheet as floating hours earned.

C.13 GOVERNMENT FURNISHED PROPERTY/EQUIPMENT
13.1. The Government will provide all necessary equipment, supplies and materials to include workstations, computer, telephone and other materials and equipment to fulfill the requirements of this contract.
C.14 NONSALARY BENEFITS
14.1 Health Insurance and Retirement Subsidies: Per the Build Act, PSCs shall not be considered Federal employees for any provision of law administered by the Director of the Office of Personnel Management (OPM). Therefore, PSCs are not eligible to participate in employer-provided health insurance or the Federal Employees Retirement System (FERS). In lieu of these benefits, DFC provides standard non-negotiable health insurance and retirement subsidies.
Health Insurance: this subsidy is based on the average of 72% of the OPM program-wide weighted average of premiums for "self only" and "self plus one" at the time of contract award. This amount is paid directly to the PSC as part of their salary regardless of their insured status. PSCs do not have to provide proof of insurance to receive this subsidy. This subsidy is fixed and does not increase in option years. The OPM rates can be found at https://www.opm.gov/healthcare-insurance/healthcare/plan-information/premiums/
14.2. Retirement: this subsidy is a percentage equal to the federal employee contribution to OPM FERS at the time of contract award. The subsidy is applied to the PSC's annual salary inclusive of locality. The percentage of the subsidy does not increase over the contract period of performance. However, the amount of the subsidy increases as the PSC's annual salary increases according to the contract escalation rate. Current employee contribution rates to FERS can be found at https://www.dm.usda.gov/employ/policy/docs/USDA%20FERS%20Summary%20v2.pdf. Employees hired in 2014 or later contribute 4.4%.
14.3 Metro Subsidy or Parking Subsidy: PSCs are eligible to receive either the metro subsidy or parking subsidy. The amount of the subsidies are subject to annual changes and are processed by Facilities and Administrative Services, and the Department of Finance. The parking subsidy requires PSCs to authorize a payroll deduction for the reduced parking fee from their pay.
14.4. Gym Membership: PSCs are eligible to receive on-site gym membership subject to the same process as for FTEs.
Reimbursement for other gyms is not authorized.
14.5. Taxes: DFC issues W-2s to PSCs and makes the employer contribution to FICA and Medicare for the PSC. DFC also withholds FICA, Medicare, federal tax and state tax on behalf of the PSC. The PSC is not eligible for the Foreign Earned Income Exclusion.
