About this file
This request for quotation solicits project finance news and deals databases. The International Development Finance Corporation seeks a service providing comprehensive coverage of transactions by development finance institutions and commercial banks in developing markets. The service must offer a single search platform with data on deal pricing, terms, sectors, and countries where DFC operates. Quotes are due by August 4, 2020 for a one-year base period and four one-year options exercisable at the Government's discretion. Award will be made as firm fixed-price purchase orders to responsible vendors providing the most advantageous offerings based on technical merit and price factors.

Questions and Answers Questions and Answers:
Question 1: Is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If this is a follow-on requirement, could you please provide the previous contract or task order number?
Answer 1: The current contracts are 713111-19-C-0030 (Mergermarket LTD) and 713111-19-C-0032 (Euromoney Trading
LTD).
Question 2: Could we please have confirmation of the format for the returned documents. In the RFQ it says DFC would like it returned in two volumes. Does each volume mean one document? The request includes data requests from us (1c), would you like separate excel documents for these examples?
Answer 2: The volume does not mean one document; it is just the list of items that need to be provided in that portion of the response. You may put the reports on multiple Excel files or on separate worksheets in one Excel file as long as they are clearly named.
Question 3: What is the name of the team within the U.S. International Development Finance Corporation (DFC) that will be using this service?
Answer 3: Our preference is that anyone at USIDFC would be able to use this service. We would prefer not to limit to only certain teams, however if that was required, then our two project finance groups (the Office of Development Credit (ODC) and the Structured Finance and Insurance Dept (SFI)) would be the two primary teams.
Question 4: Where will the users be located/ based (I.e. Washington D.C. only or Washington D.C. & Brazil)?
Answer 4: If your quote limits location availability, then DFC would only be interested in access for our staff based in Washington, D.C. If there are options to include any staff posted outside of Washington, D.C., provide the options DFC has to include them.
52.217-8 52.217-8 Option to Extend Services (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of expiration.
(End of clause)
52.217-9 52.217-9 Option to Extend the Term of the Contract (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days prior to expiration;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months .
