Answer 40: DFC and the Contractor will work appropriate arrangements in response to this question post-award.

Note the requirement to establish an email domain in Section 1.18.

41. Restrictions Against Disclosure: Do the partner firms that we engage with and their leadership team providing directing the activities of the AIA qualify them as "need to know" partners? Or are the AIAs forbidden from discussing their work with anyone but ProSidian/DFC? Or are we to rely on this clause – "The Contractor agrees that it will not disclose any information described in paragraph 1 of this section to any persons or individual unless prior written approval is obtained from the Contracting Officer. The Contractor agrees to insert the substance of this clause in any consultant agreement or subcontract hereunder."

Answer 41: RFQ is amended in Section 1.10 to state: "The Contractor agrees that it will not disclose any information described in paragraph 1 of this section to any persons or individual unless prior written approval is obtained from the Contracting Officer's Representative. 45. When the AIA identifies and pre-screens transaction opportunities can these opportunities also be funds or portfolios or is this initiative solely focused on direct investments in businesses in each GCA?

Answer 45: DFC can invest in funds and portfolios in addition to making direct investments into a company or project. DFC.gov details the agency's product offerings and bidders are encouraged to conduct their own research based on publicly available information, including information on DFC's website, about DFC products. See also answer to Question 44.

46. Will there be a standard due-diligence platform (Screening Memo) for transaction execution for presentations to the DFC Credit and Investment Committee for all DFC product lines or can we leverage proprietary platforms?

GCA?

Answer 47: The AIA team will be required to update transaction information on a pipeline tracker provided by DFC, substantially similar to "Attachment A- Pipeline Tracker," included in the RFQ. AIAs will conduct post-execution support as directed by the COR and will not be required to support transactions that have reached financial close within their GCA.

Travel-related expenses will be reimbursed against CLIN 0006 and its related option period CLIN(s).

50. Will the AIA's be compensated for On-Going Job Training [annual two (2) additional weeks of job training] scheduled by the DFC at a regional or international location?

Answer 50: See answer to Question 49.

51. Can the government recommend potential sources for subcontracts in each GCA headquarters country?

Answer 52: The Government declines to recommend potential sources at this time. This can be revisited with the Contractor post-Award, but is not a requirement for the Government under this PWS.

53. Section 1.18. Computer Equipment posits that the AIA Contractor is responsible for furnishing all computer equipment, technology and hardware associated with the performance of this contract. At a minimum, The AIA Contractor must provide internet connectivity, laptop, mobile phone, and printing / scanning access. Can secure Dedicated Managed Cloud Server be utilized for data storage or is there a strict requirement for local secured file storage?

Answer 53: No, there is no strict requirement for local secured file storage in hard copy. DFC will provide appropriate software licenses for cloud storage of work product, draft work project, and related files to the AIAs and Program Manager post-Award.

54. Will the government require specific security processing – If so, what process? MRPT?

Answer 54: See Section 1.15, clarifying the requirement for facility access for AIAs. There is no requirement for additional security processing.

55. The government states that there are 6 key personnel resumes required, due to the 15-page limitation, can the resumes be included in an appendix outside the page count?

Answer 55: See answer to Question 7.

Answer 59: Yes, danger pay can be included and invoiced under the Travel CLIN.

60. Will the government authorize dependents?

Answer 60: Yes, see answer to Question 51.

61. Does the Government intend for the AIA and PM resumes included in the proposal to be key personnel or representative? Both are referenced in the RFP.

Answer 61: DFC requests resumes for AIAs in response to the RFQ per SubFactor 1 of the RFQ; and as a deliverable post-Award per section 1.4.2. There is no requirement for providing resumes of a Program Manager.

62. Will the Government provide housing for the AIAs?

Answer 62: No, the RFQ (PWS 1.3. Description of Work) requires that, "The Contractor shall perform all administrative and supervisory functions not limited to the following; all recruiting, placement, relocation if applicable, training, payroll and benefits, information technology, office space, logistical support, travel arrangements, visa requirements, and repatriation services for its AIAs." Housing is included in logistical support. PWS 1.3 is amended to specifically list housing.

63. Will the AIAs be provided workspace at the Embassy or some other USG location?

Answer 63: No. See Answer to Question 62.

63a. If not, is the Contractor expected to provide office space separate from the AIA's residence?

Answer 63a: Separate office space is not required and is at the discretion of the Contractor. The AIA is required to be able to conduct meetings and business with potential and actual DFC clients, and it is within the Contractor's discretion to determine what type of office space is required to meet the performance metrics in the PWS.

64. "DFC reserves the right to inspect related background check results and information ascertained." Can we use our own background check company? If so, does that company need to be submitted in the proposal or vetted by DFC prior to award?

1.0 General Requirements

1.1 Background. The United States International Development Finance Corporation's (DFC) goal is to increase private capital investment in sub-Saharan Africa as a foreign policy and development priority. There is growing recognition the U.S.
