About this file

This document is a Request for Information (RFI) issued by the 772nd Enterprise Sourcing Squadron (772 ESS) of the Air Force Installation Contracting Agency. This RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. Response to this RFI is strictly voluntary and will not affect any corporation's ability to submit an offer if, or when, a solicitation is released. Introduction: The 772nd Enterprise Sourcing Squadron (772 ESS) is planning to request proposals for the Environmental Construction and Optimization Services (ECOS) program, which will provide support to the Air Force Civil Engineer Center (AFCEC). This effort would be a follow-on to the Base Realignment and Closure Environmental Construction Optimization

Services (BECOS) ID/IQs with assorted changes. These services will be carried out in both the

Continental United States (CONUS) and Outside Continental United States (OCONUS) locations, Hawaii and Alaska. The Government is considering a 10-year ordering period for this contract. The anticipated Period of Performance (PoP) for this program is from September 2026 to September 2036.

Purpose: The Government seeks to gain insight into industry interest, qualifications, and capabilities through the responses to this RFI. The purpose of these responses is to aid the

Government in finalizing requirements, formulating evaluation criteria for potential awards, and determining contract terms and conditions that may be included in any future solicitation. REQUEST FOR INFORMATION QUESTIONS

The 772 ESS Contracting Officer and AFCEC Program Manager requests comments from interested parties on the following questions:

1. Kindly indicate your level of interest in this requirement and whether you anticipate submitting a proposal. If not, could you please provide a brief explanation for your decision?

2. Would your firm propose on this project as a prime contractor, joint venture or subcontractor?

3. If utilizing teaming arrangement, what is your risk mitigation if the teaming arrangement expires during the Period of Performance (PoP)?

4. Does a Firm-Fixed Priced contract with limited use of Cost-Plus Fixed Fee CLIN for work that cannot be sufficiently scoped at the TO level seem appropriate for this effort? Why or why not?

5. Outline any risks that you foresee with this acquisition and elaborate on the steps you would take to mitigate these risks.

6. Do you have any recommendations for effectively handling the economic consequences associated with fluctuations in commodity prices, particularly in relation to price proposals?

7. The Government is considering a base period of five (5) years with five (5) option period(s).

Does this strategy affect your firm’s decision on submitting a proposal? Why or why not?

8. Based on your experience, what obstacles have you encountered when making proposals at the

Task Order (TO) level? How can the government ensure that the requirements are accurate and prevent the need for multiple modifications to the TO?

9. Would using various selection methodologies for awarding basic IDIQ contracts such as, Lowest Price Technically Acceptable (LPTA), partial or full Tradeoff approaches (with a focus on past performance or technical aspects), or Highest Technically Rated Offer (HTRO) impact your firm and its decision-making process when submitting proposals?

10. Currently BECOS is regionalized across 6 regions (five (5) CONUS regions and one (1)

OCONUS location (Galena, AK) and was awarded as a single award IDIQ to 6 different SB contractors. Could the consolidation of installations across various regulatory regions or States have an effect on contract management or performance?

11. Does your firm believe the change in strategy the Government is considering in para 10 will impact Small Business participation as a Prime Contractor? Does your firm believe it’s possible for small businesses to manage larger groupings of installations? Provide the potential reservations or concerns that should be addressed when it comes to the performance of a small business in managing such tasks.

12. Does your organization have an interest in undertaking projects at former installations such as remote areas of Alaska or Hawaii? Kindly explain the rationale behind your decision, whether in favor or against, by providing a comprehensive explanation.

13. Please review the Draft PWS and provide any comments that your firm deems appropriate.

14. Does the PWS cover potential future requirements? Are there any pending technological advances that could be incorporated?

15. Please provide any further information the Government may not have specifically asked for to aid in our acquisition planning and market research.
