About this file

This is a Questions and Answers document for RFQ 75R60225Q00181 Amendment P0001 concerning Medical Case Reviewer Services for the Vaccine Injury Compensation Program (VICP) and Countermeasures Injury Compensation Program (CICP).

The solicitation establishes a Blanket Purchase Agreement (BPA) with a five-year parent period of performance, with individual call orders having an 11-month period of performance. Medical case reviewers must possess at least five years of experience in reviewing cases related to vaccine administration and vaccine injury, and general medical claims review experience (such as utilization review, disability review, or independent medical examinations) is required. Case review work typically ranges from 12-15 hours per case depending on complexity, with expected monthly case volumes of 0-5 per reviewer. Historically, several hundred case review call orders have been issued annually, with the greatest demand in neurology, orthopedics, and immunology specialties. The Government anticipates establishing an unspecified number of BPA holders based on qualifications, with order distribution also determined by qualifications. The solicitation remains open with no specified closing date, superseding the earlier August 21, 2026 deadline referenced on the SF 1449 form. Questions 9 and 10 regarding multiple named reviewers per BPA and specific experience requirement details remain partially unanswered in the document.
