About this file

This is a Request for Proposal (RFP) for the production, delivery, and installation of two graphic banners for the Administration for Children and Families (ACF) at the Mary E. Switzer Federal Building in Washington, DC. The solicitation (No. 75P00126Q00004) is a total set-aside for small businesses, with a firm fixed-price contract type. The banners will be 6 feet 9 1/4 inches wide and 11 feet tall, designed to be installed at two corner locations on the building's exterior, with a requirement for durability and image quality for a minimum of four years.

Key details include a proposal submission deadline of November 4, 2025 at 12 pm Eastern Time, with a planned delivery and installation date of November 14, 2025. The contract will be awarded through a trade-off process, evaluating proposals based on technical merit (significantly more important than price) across three main factors: 1) Experience and ability to produce, deliver, and install banners, 2) Plan for availability and ability to meet the deadline, and 3) Documented proof of bonding and licensing. The North American Industry Classification System (NAICS) code is 541850, with a small business size standard of $35.4 million. Currently, no funding is committed, but the government expects funds to become available.
