# Ques on Sect Page Answer/Response 1 Regarding the SAM Announcement of the combined synopsis/solicita on, under the sec on “Classifica on” offerors are informed that this requirement is set aside for small businesses who qualify as such under NAICS Code 541611 – is that a correct interpreta on of the informa on appearing under “Classifica on”?
N/A N/A No, this announcement is not classified as set aside for small businesses. It is full and open to all business sizes.
2 The RFP instructs offerors to include a fixed-dollar amount for indirect costs calculated on the basis of established indirect cost rates. What if the offeror does not have government-approved or audited indirect cost rates, is there an alterna ve basis upon which the offeror may compute and allocate indirect costs?
L7 73 The offeror should propose based on their best price and established company IDC rate.
3 Can the offeror set a specific G&A rate for Subcontractors for the G&A efforts to track, pay and process billing payments for the subcontractors?
L.7.2 73 The contractor should provide the best possible bid for this ac on.
4 The Government provided various figures for es mated hours by labor category. For example, for the base period, the RFP includes 3300 hours for Technical SMEs. (1) For each category of labor, are offerors required to use the government’s es mated figures provided for labor hours in preparing their proposals? (2) Under each category of labor, can offerors break-out for each individual associate the proposed rate and hours of service, recognizing that there will be senior-level and junior-level associates who will be working on the contract?
B4 3 The contractor can propose their own labor categories, rates, and hours.
5 L.7.5 Subcontracts requires a price proposal in the same format as the offeror’s price proposal. Do subcontractor hourly labor rates need to be split among direct labor, fringe, indirect costs and profit?
L.7.5 72 Yes
6 Can addi onal labor categories be added/revised in addi on to those described in sec on B.4 as part of offeror’s
B.6 B.4

7 Is there a limit to the number of a achments that may be included in the Business Proposal Appendix?
L 72 No
8 Can you clarify what is meant by severable services and the statement of work in sec on C.3.
C.3 18 Severable services are services that have to be funded and completed in a given opera ng period (Base, Op on Period).
Funding from one opera ng period cannot carry over to another.
Realizing that the RFP is me and materials, is there a not to exceed amount per fiscal year that the Government is considering?
B.2 2 This is dependent on offeror proposal.
10 In the Deliverables Owned by the Government Sec on F.4, the Government includes a non-exhaus ve list of what the deliverables include. Would this include specific QHIN Applica on materials, such as applicant QHIN confiden al informa on (e.g., security risk assessments, financial informa on, etc.)? Considering this sec on, how is the Government thinking about: 1) ownership of open-source tools and code, 2) those materials and tools with exis ng licenses or intellectual property protec ons, and 3) how the Government will protect confiden ality of informa on received as part of the deliverables.
F.4 29 Yes QHIN applica on materials would be owned by the Government. Any tools or code developed under this contract would also be owned by the Government. Any materials and tools that are already in use by the program are covered by exis ng license agreements for con nued use by the Government and their Contractors. All Confiden al Informa on received by the Government will be via secure encrypted email. Access to this informa on is granted to a small pre-approved team of federal employees.
Deliverables containing Confiden al Informa on are protected from Freedom of Informa on Act requests through eligible excep ons.
11 Can ONC clarify the following expecta on:
“The Contractor will provide various raw data, including data derived from the RCE directory to the COR, who could combine that data with other data to generate new
C.3.11 20/21 Contractor provided raw data will be combined with other data internally by ONC. The Contractor will only need to provide the requested raw data as directed.
insights on the status of na onwide interoperability.”
Will ONC combine and generate metrics based upon data supplied by the RCE and “other data” or is the RCE expected to do that data analysis?
12 The RFP states: Sec on L.7.2 Cost or Pricing Data, part 5: Subcontracts - If subcontractors are proposed, a complete price proposal is required in the same format as the offeror’s price proposal.
Does this mean each subcontractor is also required to provide a cost narra ve, and if so:
Are subcontractors required to show burdens (G&A, overhead, fringe etc)? If so, will the government accept this informa on as a sealed submission in support of the prime contractor’s price proposal?
L.7.2 72 The subcontractor proposal should align with the prime Contractor’s breakout.
13 The RFP states: The offeror will provide informa on on the por on of labor rate a ributable to profit in accordance with FAR 52.212-4; Alt
