AND RESOURCE SUPPORT
Purpose:
The purpose of this contract is to acquire consultation services and resources to support Federal Occupational Health (FOH) meet a continuous readiness, obtain accreditation, and sustain ongoing compliance efforts with The Joint Commission (TJC) Ambulatory Care (AC) Accreditation Program.
Background:
FOH provides defined health services as well as consultation to Federal customer agencies exclusively through Interagency Agreements (IAAs). FOH is the largest provider of occupational health services in the Federal Government, serving more than 360 Federal agencies and reaching 1.8 million federal employees. Agreements are negotiated with federal departments and federal agencies’ national headquarters, and/or with their regional/local components for products ranging from a standard package of OHS program components to an array of services, including expert consultation tailored to a particular federal agency’s OHS needs, wellness and health promotion, behavioral health services and organizational development related issues. FOH maintains sole responsibility for consulting with Federal agencies. The Contractor‘s primary role is to facilitate delivery of FOH services specified in this Performance Work Statement (PWS) at FOH Service Provision Sites (SPS) by providing Personal Service Contractors (PerSCs) who will perform these services.
FOH defines OHS as the seamless coordination of comprehensive services using a data-driven approach to assist agencies in achieving a culture of health and high performance.
FOH comprehensive services include:
• Clinical Health Services (CHS) - Occupational medicine services, medical employability and fitness for duty services that focus on assessment of the ability of the employee to meet immediate job demands, increase employee productivity and improves employee performance
• Environmental Health and Safety (EHS) - ensures a safe working environment through site assessments, environmental health oversight of all FOH occupied spaces, emergency preparedness and emergency response
• Wellness and Health Promotion Services (WHPS) - services to assist employees in achieving and maintaining good health so that they can sustain peak performance
• Behavioral Health Services (BHS) – Employee Assistance Program, Work/Life and other behavioral health services designed to promote emotional well-being and a healthy life balance through stress management, financial and legal counseling and professional referral
• Organizational Development and Leadership (ODL) - services that facilitate creating and sustaining a culture of employee and organizational health through organizational development and solid, capable leadership
These services are designed to improve health outcomes and employee productivity, while reducing occupational health risks, absenteeism and overall employee health care costs. FOH vision is to be the occupational health provider of choice for the Federal Government.
FOH staff plays a critical role in ensuring FOH maintains its status as the premier consultant to the Federal Government for integrated OHS. By offering flexible, cost competitive solutions, FOH sets the standard for a culture of health and safety across the Federal workforce. The quality of services and strength of program effectiveness depends heavily on the expertise and experience of the PerSCs who provide direct care, services, and education. PerSCs will be expected to provide quality services both in individualized and group settings, placing client/patient needs at the forefront of service delivery.
IAAs provide basic occupational health services through FOH three hundred plus (300+) Occupational Health Centers (OHC) for Federal employees and expanded programs (including Environmental Health, (EH), Wellness and Health Promotion (WHP), Employee Assistance Program (EAP), Work / Life, and Organizational Development). FOH also offers services through its private provider network with over 3,000 contracted locations. This private provider network, combined with FOH’s OHCs assures access to occupational health services to Federal employees, regardless of location.
Clinical Health Services (CHS)
CHS offers a broad scope of services to diverse work environments in the Federal Government. CHS operates approximately three hundred (300) health clinics and has an extensive private provider network to deliver services across the country. CHS provides services to nearly a half million federal employees each year. These services are broadly categorized in two ways:
• Direct Service Delivery – This includes emergency response, physical exams, immunizations, vision and health screenings, and health risk appraisals to federal employees (i.e. direct patient care).
• Indirect Service Delivery – This includes reviewing medical official reports, independent medical examination reports, customer account management, and business administrative support (i.e. no direct patient care is provided).
Behavioral Health Services (BHS)
BHS provides a suite of mental health and wellness services to approximately one million federal employees. These services include the congressionally-mandated requirement to make Employee Assistance services available to federal employees and their families. It also supports Presidential Memorandum dated January 15, 2015 for the Heads of Executive Departments and Agencies to provide employees Work life assistance programs that “support parents [ensuring] they can both contribute fully in the workplace and also meet the needs of their families.”
The Employee Assistance Program (EAP) is an effective problem solving resource. For employees, it provides convenient, confidential, and no-cost assistance for a wide array of personal and workplace challenges. The EAP provides managers, supervisors, and key personnel with resources for professional consultation and assistance. These resources help them constructively address a variety of organizational and employee issues that can negatively impact costs, productivity, safety, and morale.
EAP professionals directly help employees cope with personal and work-related problems and assist those who need more intensive care by referring them to mental health professionals within their communities.
The EAP also plays a major role in reducing the use of medical and mental health services by providing early intervention and helping employees and managers find ways to identify and resolve issues before they manifest with serious, long-term consequences. The FOH EAP is easily accessible where Federal agencies and their employees are located. Employees may access services through a 24/7/365 service center where calls are answered personally by caring professionals -- within an average of ten seconds --who guide employees toward appropriate resources to meet their individual and family needs.
Environmental Health Services (EHS)
EHS provides assistance to federal agencies in the development and implementation of required job safety and health standards as outlined by Occupational Safety and Health Administration (OSHA). EHS evaluates existing safety and health programs to determine their effectiveness and offers solutions to reduce job related injuries and illnesses.
Wellness and Health Promotion Division (WHPS)
WHPS provides facilities, programming and support that will allow employees to reap the benefits associated with exercise. WHPS designs and implements Wellness/Fitness programs to meet the specific needs of each agency and its employees’ unique health and wellness interests. FOH’s health promotion services include:
• Health Education Programs: FOH offers health education programs to instruct and motivate employees to adopt healthy lifestyles. FOH possesses a library of topics that address key health topics for a working population. Health education programs can be provided in our clinics, fitness centers or at your worksite.
• Tobacco Cessation: Lost productivity and forfeited earnings due to smoking-related disability account for $92 billion per year to the US economy. Federal managers that support employees in their smoking cessation efforts stand to gain in terms of productivity and improved employee participation. FOH offers smoking cessation services that are rendered through our health centers, fitness centers and via telephone. Every employee, wherever they are, can take advantage of FOH’s smoking cessation program that includes intake interviews, education, quit plans, nicotine replacement therapy, and ongoing encouragement during the process of quitting.
