About this file

This is Amendment 0002 to Solicitation 75N98026R00072, issued by the National Institutes of Health on June 2, 2026, with an effective date of June 2, 2026. The amendment is not extending the solicitation period and contains government responses to Requests for Information (RFIs) previously submitted by potential contractors.

The solicitation pertains to janitorial services at the National Institute of Environmental Health Sciences (NIEHS) facility in Research Triangle Park, North Carolina, for a five-year contract period from July 1, 2026 through June 30, 2031. This is an 8(a) Set-Aside requirement, and contractors must be certified in the 8(a) program to be considered. The current contractor is Melgar Facility Maintenance with a total contract value of $6,058,964.91. The scope includes routine daily cleaning (Tasks 1-2), weekly/monthly specialized cleaning (Tasks 3-7), periodic seasonal work (Task 8), on-call interstitial cleaning of 315,945 square feet (Task 9), and Clinical Research Unit cleaning (Task 10) across approximately 361,258 square feet of service area. The contract is firm fixed price with no additional billing accepted for required tasks. Key personnel (Project Manager, Assistant Project Manager, and Quality Control Representative) must be submitted prior to contract commencement and remain in position for a minimum of six months. Amendment 0002 also announces a second site visit scheduled for June 10, 2026, at 9:30 AM EST in Research Triangle Park, with attendance confirmation required by June 8, 2026. RFI submission and proposal submission deadlines remain unchanged. The document includes detailed responses to 46 RFIs addressing staffing requirements, pricing methodology, task scheduling, CRU operations, supplies responsibility, quality standards, and submission requirements, providing clarification on numerous aspects of the Performance Work Statement and solicitation terms.

RFI # RFI Subject Reference Information Requested NIH Response 1 PWS Task 10 / CRU requirements Please provide the current CRU room list or floor plan, expected hours of service, cleaning frequency by risk level, and any restrictions on when CRU cleaning may occur. Please also confirm whether CRU cleaning is included in the monthly FFP amount or separately priced under Task 10.

The information can be found in Section 5.10, Task 10 – Clinical Research Unit (CRU) of the PWS. Hours of operation are dependent upon the contractor’s scheduling approach. Current and previous contractors have maintained an employee onsite throughout the day beginning at 8:30 a.m., Monday through Friday. The only restriction on cleaning activities would be when a patient is being examined or occupying a room. This would be funded through the FFP.

2 Section L.4.3; PWS 10.2.2–10.2.4 Section L requires resumes/qualifications in the proposal, while the PWS states resumes are submitted before commencement of work.

Please confirm whether offerors must include named key personnel and resumes in the proposal or may provide them after award.

Resumes for all key personnel must be submitted prior and approved before the start of the contract base year. Key personnel shall remain in their assigned positions for a minimum of six months following contract commencement.

3 PWS 10.2.2–10.2.4; Section L.4.3 The PWS appears to require an on-site Project Manager, Assistant Project Manager, and Quality Control Representative, each for eight hours per day, Monday–Friday, with restrictions on dual duties. Please confirm whether these must be three separate full-time positions and whether any of these personnel may also perform working supervisor duties.

These are three separate positions and must be filled by three separate employees.

The Quality Control (QC) position does not report to the Project Manager but one step above the Project Manager.

Company Name: LR-Associates, LLC

Date of Submission:

Company Name:

4 Section B; PWS 5.8, 5.9, 10.8 Please clarify which as-needed services are included in the fixed monthly price and which services will be separately ordered/billed.

Specifically, how should offerors distinguish Task 8 periodic/seasonal/as-needed work , Task 9 on-call work , and PWS

10.8 emergency work for pricing purposes?

This is a Firm-Fixed-Price contract. No additional billing will be accepted for items identified as required tasks within the PWS.

Task 8 requirements are weather-dependent or may be necessary to address emergencies or prepare areas for meetings.

Historically, the tasks have been requested infrequently, averaging approximately once per week. This requirement should be billed under the monthly FFP.

5 PWS 5.9.1 PWS 5.9.1 states interstitial cleaning will be conducted in the first and third years of the contract. Please confirm whether offerors should price Task 9(A) only in those years, or in every period shown in Section B.

Pricing strategy is at the discretion of the contractor and may be presented in the manner they determine to be most appropriate. Pricing for the contract life shall be reflected in the total contract price.

6 Total Number of Personnel Can the government supply an estimate of the number of personnel staffing these facilities to allow for more accurate calculation of supply usage?

There are approximately 1,400 employees onsite.

7 Scope & Square Footage Ambiguities PWS Sec 1.3–1.4 The PWS lists 361,258 sq ft total service area with 315,945 sq ft interstitial space excluded from that total.

Is the interstitial space (Modules C–F) excluded from routine pricing and only performed under Task 9 (on-call)?

If so, should offerors include any standby staffing assumptions for these areas?

Interstitial cleaning shall be performed under Task 9. Historically, contractors have fulfilled this requirement by utilizing temporary employees, authorizing overtime for existing staff, assigning personnel from other sites, or using a combination of these staffing approaches.

8 Scope & Square Footage Ambiguities PWS Sec 1.4 / Task 9 The interstitial area is described elsewhere as ~285,000 sq ft for Task 9.

Please reconcile the discrepancy between 315,945 sq ft and ~285,000 sq ft for interstitial spaces

Use the 315,945 sq ft amount.

9 Scope & Square Footage Ambiguities PWS Sec 1 / Task 9 Should contractors include any staffing or pricing assumptions for recurring inspection or maintenance of interstitial spaces outside of on-call activation?

The janitorial contractor shall only be responsible for cleaning the interstitial areas.

10 Staffing & Coverage Requirements PWS Tasks 1 & 2 Task 1 requires continuous service during normal working hours, and Task 2 requires daily after-hours cleaning.

Please provide:

Expected staffing levels for day and night operations Any required staffing ratios (e.g., sq ft per FTE)

Staffing is the responsibility of the contractor. The contractor shall provide a sufficient number of qualified employees to meet all requirements of the PWS.

11 Staffing & Coverage Requirements PWS Tasks 1 & 2 Is overlapping staffing between Task 1 and Task 2 expected, or may offerors propose optimized staffing models?

Staffing is the responsibility of the contractor. The contractor shall provide a sufficient number of qualified employees to meet all requirements of the PWS.

12 Staffing & Coverage Requirements PWS Sec 10.2 Can the Government provide incumbent staffing levels or historical labor hours to support proposal development?

The government does not have access to that information.

13 Workload & Level of Effort PWS Sec 5 Does the Government have a historical workload model (labor hours per task or annually) to help validate level-of-effort assumptions?

The government does not have access to that information.

14 Workload & Level of Effort PWS Sec 5 Are there expected productivity benchmarks the Government will use during evaluation or performance monitoring?

The Government will utilize the QASP, found in the PWS, the quality indicators identified in the PWS, and the performance standards proposed by the contractor to evaluate contract performance.

15 Task Scheduling & Execution PWS Sec 5 Can the Government provide a sample or recommended master cleaning schedule showing how Tasks 1–10 are expected to be sequenced?

It is the contractor’s responsibility to satisfy the quality standards identified in the PWS.

16 Task Scheduling & Execution PWS Sec 5 / Sec 2.18 Are there restricted work windows (e.g., laboratory, CRU, mechanical areas) that limit when services may be performed?

The MRI Building windows are not included in the window-washing requirement. Cleaning of interior windows in all other buildings shall be coordinated with room occupants to ensure access and minimize disruption to operations.

Window-washing activities are typically communicated to the staff by the COR in advance, and obtaining access to interior spaces has historically not been a significant issue.

17 Task Scheduling & Execution PWS Sec 5 In the event of conflicting task requirements, what prioritization should be applied?

Contact the COR for guidance.

18 On-Call & As-Needed Services CLIN Structure (Task 8/9) Task 8 and Task 9 include as-needed and on-call work, including 240 hours annually for special events (estimated).

Please confirm whether these quantities are:

Binding estimates, or Provided for pricing purposes only

The quantities identified for Task 8 and Task 9, including the estimated 240 hours for Special Events under Task 9(B), are provided for evaluation and pricing purposes only. Actual quantities may vary based on Government requirements during contract performance. The Government does not guarantee any minimum quantity of work under these CLINs.

19 On-Call & As-Needed Services Task 9 Can the Government provide historical usage of:

On-call interstitial cleaning Special event hours

Interstitial cleaning has historically been performed once during each contract period, once every 5 years. Under the new requirement, interstitial cleaning shall be performed during the first and third years of the contract.

20 On-Call & As-Needed Services Task 8/9 Should offerors include standby labor capacity in fixed pricing, or will work be compensated strictly based on actual utilization? Offerors shall propose pricing based on the estimated quantities provided in Section B. Work performed under Task 8 and Task 9 will be compensated based on the contract pricing established for those CLINs. Offerors are responsible for proposing staffing and management approaches necessary to meet the response requirements identified in the PWS.

21 CRU PWS Sec 5.10 Are specialized healthcare certifications required for staff performing CRU services?

As shown in the PWS: Contractor/Staffing Requirements (CRU) Contractor training and compliance shall meet JCAHO, CDC, ASHES, and OSHA standards (e.g., bloodborne pathogen precautions, airborne pathogen precautions, hazard communication, radiation precautions as warranted, medical/solid waste management, electrical safety). Maintain records and provide reports as specified (e.g., rubella immunity; Hepatitis B vaccine offer/declination; universal precautions annual training; post-exposure evaluation;

TB screening/PPD testing and reporting;

varicella history/vaccination). Maintain personnel files per JCAHO (position descriptions, appraisals, training). Ensure staff follow NIEHS/NIH rules; provide background checks (NC and other states of residence for past 5 years) and process description. Staff shall be experienced with CDC isolation practices (airborne/protective/contact), PPE, HEPA filtering, wet dusting, and aerosol avoidance.

22 CRU PWS Sec 5.10 / Sec 10.3 Will the Government provide infection control training, or must contractors include this in pricing?

Responsibility for this requirement rests solely with the contractor.

23 CRU PWS Sec 5.10 Clarify contractor responsibility for handling biohazards, medical waste, and isolation cleaning.

The contractor is responsible for training its employees in the proper handling of biohazards, medical waste, and isolation cleaning procedures. An Environmental Health and Safety Assistant (EHSA) office is located onsite and is available as a resource for guidance and coordination as needed.

24 CRU PWS Sec 5.10 Is CRU staffing expected to be dedicated or integrated with general janitorial staff?

Staffing for the Clinical Research Unit (CRU) is the responsibility of the contractor. Work within the CRU requires additional training and compliance with specific health and safety requirements.

Historically, contractors have assigned dedicated personnel to the CRU while supplementing staffing with other qualified employees as needed. The contractor shall determine the staffing approach necessary to meet all CRU requirements and performance standards.

25 Supplies PWS Sec 4 Can the Government provide historical consumption data for paper goods, soap, and liners?

The government does not have access to that information.

26 Supplies PWS Sec 4 Are any specific brands required beyond “or equal” standards? Information found in section 4 of the

PWS.

27 Supplies PWS Sec 4 How will increased supply usage due to occupancy changes be handled contractually?

This is a firm fixed price contract.

28 Quality QASP Please clarify how AQL deficiencies translate into financial deductions. Financial deductions may be assessed when performance deficiencies are not corrected through other available remedies. The amount and applicability of any deduction will be determined by the Contracting Officer (CO) in accordance with the contract and the QASP.

29 Quality QASP Can the Government provide examples of past deductions or typical deficiencies?

The government does not have access to that information.

30 Quality QASP Please define the “lot” used in inspection sampling. Lot: The total quantity of services, task steps, rooms, spaces, equipment, or other measurable units required to be performed during a specified inspection period from which a sample may be selected for quality assurance evaluation.

31 Performance PWS Sec 5.1 / 10.8 Response time requirements include rapid emergency response. What volume of simultaneous calls should be supported?

The contractor shall respond to emergencies as quickly as possible.

Historically, emergency service requests at NIEHS have been infrequent and have primarily involved water-related incidents, averaging only a few occurrences per year.

32 Performance PWS Sec 10.8 Is a dedicated on-site emergency crew required at all times? No.

33 Transition PWS Sec 10.1 Is there a phase-in period prior to July 1, 2026?

No separate phase-in period is currently contemplated. The contractor shall be prepared to assume full performance on July 1, 2026. However, the Government anticipates conducting post-award transition meetings and coordination activities prior to the start of performance.

34 Transition Transition Will the incumbent provide staffing data, equipment inventory, and schedules?

The government does not have access to that information.

35 Equipment PWS Sec 4.2 Are there specific equipment restrictions (e.g., HEPA vacuums, chemical limitations)?

See section 4 in the PWS.

36 Security Sec 2.17 / 2.18 What security clearance or escort requirements apply to restricted areas?

An escort may or may not be provided, depending on operational requirements and access restrictions.

32 Labor PWS Sec 2.13 / Tasks Should pricing assume premium labor rates for holidays and weekends? The contractor is responsible for developing and submitting all cost and pricing data necessary to support its proposed pricing.

33 Labor PWS Sec 5.3.B Are minimum staffing levels required during weekends? See section 5.3.B.1.

34 Pricing CLIN Structure Are Tasks 8 and 9 to be priced as firm fixed price or time-and-materials/IDIQ elements?

Firm fixed price.

35 Pricing CLIN Structure How should variability in Task 8 and 9 workload be accounted for in fixed pricing? Offerors shall price Task 8 and Task 9 using the estimated quantities provided in Section B. The estimates represent the Government's best estimate of anticipated requirements and are intended solely for evaluation and pricing purposes. Actual workload may vary during contract performance.

36 Pricing Contract Terms Will equitable adjustments be allowed for significant workload increases? Any changes to the scope of work will be addressed in accordance with the Changes clause and other applicable contract provisions. Requests for equitable adjustment will be evaluated on a case-by-case basis if the Government modifies the contract requirements beyond the scope contemplated by the solicitation.

5 Restroom and Fixture Count PWS Section 5.1.1 The PWS references approximately 81 restrooms. Please confirm the total restroom count and, where available, provide approximate fixture counts (toilets, urinals, sinks) to support accurate labor and supply estimating.

NIEHS currently maintains 81 restrooms, with the number subject to increase or decrease based on construction activities or consolidation efforts. Each restroom contains between one and six sinks and a corresponding number of commodes, with an average of two sinks and two commodes per restroom. There are approximately 40 men’s restrooms, each containing an average of two wireless urinals.

6 Restricted Laboratory Access PWS Section 1.1 / 2.18 Approximately what portion of the laboratory square footage in Modules C-F is access-restricted or requires escort in a manner that affects cleaning productivity? This information is needed to estimate night-shift labor accurately.

Laboratory space within Modules C–F is cleaned upon request. Some laboratories request cleaning services more frequently than others. Escorts are not required for laboratory cleaning; however, on occasion, laboratory personnel may choose to observe the cleaning activities, although this is not standard practice.

7 Task 9(A) On-Call Interstitial - Historical Volume

PWS Section 5.9.1 Please confirm that the on-call interstitial cleaning (Modules C-F) is required only in the first and third years of the contract, and provide the historical call-up volume and actual square footage cleaned under this task.

Key personnel resumes – proposal-time vs. pre-performance submission

Section L.4.3; PWS 10.2.2-10.2.4;

Section G.2.3

Section L.4.3 states that the proposal shall include resumes and qualifications of key personnel, while PWS 10.2.2 through 10.2.4 state that resumes for the Project Manager, Assistant (Alternate) Project Manager, and Quality Control Representative shall be submitted before commencement of work. Please confirm whether resumes for these key personnel are required to be submitted with the proposal for evaluation, or only after award and before performance begins.

Resumes for all key personnel must be submitted prior to the start of the contract base year. Key personnel shall remain in their assigned positions for a minimum of six months following contract commencement.

Which positions are treated as key personnel for proposal evaluation

PWS 10.2.2-10.2.5; Section G.2.3;

HHSAR 352.237-75

Please confirm whether the only mandatory key personnel for proposal submission and evaluation are the On-Site Project Manager, Assistant/Alternate Project Manager, and Quality Control Representative, or whether any additional proposed supervisors must also be identified as key personnel and supported with resumes/qualifications.

Only the resumes of the three key personnel positions will be evaluated.

Page count treatment of required plans and compliance matrix

Section L.2.1; Section L.4.2;

Section L.4.3; Section L.7

Section L.2.1 excludes “required plans” from the 25-page limit for Volume I, but the solicitation does not define which items are considered required plans. Please confirm whether the Quality Control Plan, transition plan, compliance matrix, and any key personnel resumes are excluded from the Volume I page limitation, or whether only certain items are excluded.

The Compliance Matrix (maximum of 10 pages) and any resumes for key personnel are excluded from the Volume I page limitation.

Single-attachment rule vs. required proposal contents

Section L.2(a)-(c); Section L.2.3;

Section L.7

Section L requires one signed SF 1449, three proposal volumes, and a compliance matrix, while also stating that each volume must be contained in a single attachment and no additional attachments shall be provided. Please confirm whether all required forms and supporting materials may be embedded within the applicable volume as a single PDF attachment per volume, with no separate attachment for the SF 1449 or other forms.

Each volume must be submitted as a separate PDF file; however, all volumes may be transmitted within the same email.

Task 9(A) pricing vs. performance timing for interstitial cleaning Section B, Task 9(A); PWS 5.9.1

Section B includes Task 9(A) pricing in each contract period, but PWS

5.9.1 states that interstitial cleaning “will be conducted in the first and third years of the contract.” Please confirm in which contract periods Task 9(A) is actually required and should be priced/evaluated.

The contractor will be required to clean the interstitial areas during the first option year, not during the base year of the contract. Essentially, this requirement will begin during the contractor’s second full year of performance under the PWS.

Section 508 applicability to this janitorial services procurement Article H.5, HHSAR 352.239-73

Article H.5 requires Section 508 compliance information and references the HHS Section 508 Product Assessment Template for EIT supplies/services. Please confirm whether a Section 508 template or other accessibility submission is required for this janitorial services procurement, or whether offerors may state that no separately proposed EIT supplies/services are being offered and therefore Section 508 documentation is not applicable.

HHSAR 352.239-73 is not required for this contract

Basis of pricing and payment for special events CLIN Section B, Task 9(B); PWS 5.9.2

For Task 9(B), Section B provides an estimated quantity of 240 hours per period, and PWS 5.9.2 states that special-event services are priced on a labor-hour basis. Please confirm whether offerors should provide a fully burdened hourly rate multiplied by the estimated hours, and whether payment will be based on actual hours ordered and performed.

Payment will be based on actual hours.

Meaning of “8/6” in QASP timeliness standards Exhibit A (QASP)

Exhibit A states that “8/6” denotes a standard business-day timeframe unless otherwise specified. Please confirm the intended meaning of “8/6” (for example, 8 business hours / 6 business days or another standard) and how it should be applied to deficiency correction and timeliness measurement.

The timeliness standard is one business day, five days per week.

Whether the compliance matrix is evaluated within Volume I or as a separate required submission

Section L.7; Section M.4

Section L.7 requires a compliance matrix and states that failure to provide a complete matrix may result in an unacceptable rating, but Section L.4 does not clearly identify whether the matrix is part of Volume I narrative, an appendix, or a separately evaluated required submission. Please confirm where the Government expects the compliance matrix to be included.

The Compliance Matrix shall be submitted separately from Volume I and shall not exceed 10 pages.

10 Volume III Price versus Section b Section B Please clarify whether section B must be filled out and returned with the offerors proposal submission. Also, please clarify if the 1449 continuation sheet must also be filled out and returned with the offerors proposal submission.

Both Section B and the SF 1449 continuation sheet must be completed and returned with the proposal submission.

21 Submission Requirement Page 84. SECTION L –

INSTRUCTIONS TO OFFERORS

Given the breadth and importance of the required elements (such as detailed Quality Control Plans, task procedures, and supporting resumes/certifications), offerors may be constrained in their ability to provide sufficiently comprehensive and tailored responses within this 25 page limitation. To support the government’s ability to conduct a thorough and accurate evaluation, and to ensure submissions are fully compliant, detailed, and reflective of excellent value, would the government consider increasing the page limitation (e.g., to 50 pages or more) or removing the page limitation entirely? Expanding the allowable length would help ensure that all offerors can present complete, high-quality technical approaches aligned with the solicitation requirements.

Volume I – Technical Capability:

Maximum 25 pages.

The following items are excluded from the page limitation:
