STATEMENT OF WORK

RML Campus Electrical Testing

Rocky Mountain Laboratories Hamilton Montana

INTRODUCTION:

This Statement of Work (SOW) describes the requirements for the maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System and all of its components.

These work items are referenced as Inspection, Maintenance and Testing in this document, hereafter. Project requires the contractor provide specific tasks as further defined by this request for proposal (RFP).

QUALIFICATIONS:

Qualified Electrical Contract Professionals shall be referred to as "Contractors" in this document, hereafter. Contractors who are contracted by National Institutes of Health and Rocky Mountain Laboratories to perform maintenance and testing of the Electrical Power Distribution System shall meet all following requirements:

A. Contractors shall have technical trainings and demonstrate working experience in maintenance, inspection, and testing of the Electrical Power Distribution System and its components in healthcare, Industrial, or similar facilities for a minimum of (5) continuous years.

B. Prime Contractor shall meet or hire Testing Agency that meets the following: Be certified by the International Electrical Testing Association (NETA) as NETA Certified Technician, and completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training.

C. Contractors shall have safety trainings - either on-the-job or class-room type in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S - Electrical, and the NFPA 70E - Standard for Electrical Safety in the workplace. If no training certifications are available, the contractor employer shall certify that he/she has met this requirement in writing, and submit it to the Contracting Officer prior to work.

D. Contractors shall have ready access to the latest versions of the following references:

1. NFPA 70, National Electrical Code

2. NFPA70B, Recommended Practice for Electrical Equipment Maintenance

3. NFPA 70E, Standard for Electrical Safety in the Workplace

4. NFPA 110, Standard for Emergency and Standby Power System

5. OSHA Standard 29 CFR 1910, Subparts I & S

6. Inter-National Electrical Testing Association, Inc. (NETA) - Maintenance and

Testing Specifications, Latest Edition

7. Operation and Maintenance manuals, and specifications of the electrical equipment maintained and tested. These documents may be obtained from the RML Campus maintenance group, or the equipment manufactures

E. Contractors shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely.

F. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E.

G. Occupational Safety and Health Requirements (OSHA) — Part 1910 Subpart J — The control of hazardous energy (lockout/tagout) (1910.147), Occupational Safety and Health Requirements Part 1910 Subpart S — Electrical (1910.301 — 1910.399), and Safety and Health Regulations for Construction Part 1926 Subpart K — Electrical (1926.400 — 1926.499) shall apply.

GENERAL REQUIREMENTS:

A. Contractor to provide all technical supervision, equipment, labor and materials necessary to perform the scope of work as described for a complete 5 Year Periodic Test, Inspection, and Maintenance of the Electrical Distribution Switchgear. Testing shall be in accordance with the latest editions of the National Fire Protection Association (NFPA); National Electrical Code (NFPA 70), Recommended Practice for Electrical Equipment Maintenance (NFPA 70B), Standard for Electrical Safety Requirements for Employee Workplaces (NFPA 70E), Standard for Health Care Facilities (NFPA 99), Life Safety Code (NFPA 101), Recommended Practice for protection and Coordination of Industrial and Commercial Power Systems (IEEE 242-2001).

B. This RFP requires that only qualified staff at the facility and/or qualified electrical contract professionals are authorized to execute any operation, testing, and maintenance of the Electrical Power Distribution System in accordance with OSHA standards.

C. Provide professional services for the inspection, testing and servicing of the electrical components of the facility electrical systems, equipment and all major electrical distribution apparatus.

1. The Contractor shall provide all material, equipment, labor, and technical supervision to perform such tests and inspections.

2. It is the purpose of these specifications to assure that all tested electrical equipment and systems are operational and within industry and manufacturer's tolerances and recommendations.

3. Work items, definitions, and references shall comply with the latest edition of the NETA - Maintenance Testing Specifications.

4. Circuit Breaker testing and maintenance by NETA Certified Test Agency.

5. Transformer inspection, medium voltage cable testing, and Medium Voltage Switch inspections shall be done by company with qualifications and experience on similar projects.

D. Prior to commencement of the testing procedures, the testing firm shall survey and catalog all components of the facility electrical distribution system to be tested and services. All components shall be inspected and tested as applicable where specifically listed within the scope. The above work may be conducted during normal working hours.

E. All electrical work is executed with all proximate energized circuits de-energized.

It is the intent of this directive to make planned electrical system shutdowns for maintenance/repair the standard operating procedure, not the exception.

F. Contractors shall provide preliminary schedule of testing and identify outages and outage duration as part of their proposals. All work requiring power outages shall be assumed to be conducted between the hours of 5:00 pm and 6:00 am, Monday thru Friday and from 7:00 am Saturday thru 6:00 am Monday. Contractor shall submit a detailed work schedule from start to completion.

G. Contractor shall provide portable generator at their expense for emergency power where required during the testing process and where noted within the RFP. Generator backup shall be required for the testing at switchboard MSB breakers for the East Distribution system, and for the primary cable testing at Transformer for East Distribution. Contractor shall provide unit costs for weekly rental of emergency generators and cabling for connecting to existing load. Minimum generator size required shall be 1250KW.

H. Rocky Mountain Laboratories has limited tolerances for power outages. When a planned electrical outage cannot be accomplished, the following requirements are mandatory for working on energized circuit:

1. Schedule for work shall be submitted for review prior to any testing a minimum of 6 weeks prior to work to allow for scheduling by owner.

2. Before initiating work, a specific work plan is developed and a peer review of the plan documented.

a. The work plan must include: procedures to be used on and near the energized electrical equipment, barriers to be installed, safety equipment to be provided, and exit paths to be accessed.

b. An Energized Circuit Work Permit must be obtained from the Safety Office.

c. Any energized electrical work plan must have the prior knowledge, and approval of the Project Officer for Rocky Mountain Laboratories.

3. Full and proper protective equipment (PPE) is available and worn by the qualified electricians (i.e., certified and tested insulating material to cover exposed energized electrical components, certified and tested insulated tools). NOTE: Refer to the NFPA 70E, and General Safety Guidebook for guidance on the appropriate PPE.

4. Qualified electricians are provided with flame-retardant clothing for work at the proximity of energized electrical equipment.

I. Contractor shall visually inspect all equipment being tested or maintained. Visually inspect for signs of overheating, misaligned contacts, damaged insulation, or lose lugs.

Notify PO of any deficiencies found prior to any work.

J. As part of all work, contractor shall clean and vacuum out all transformer, sectionalizers, switchgear, and switchboard where work is being performed. Contractor shall use lint-free rags to clean conductors, contact points between the circuit breakers and main buss bars, buss bars and interior of the electrical equipment. Use a vacuum cleaner to remove large debris; compressed air is not to be used for this purpose..

K. Infra-Red Scanning prior to and after maintenance and testing is done on all equipment and cable connections. Scanning must be done while the Electrical Distribution System is energized and under normal loaded conditions. Appropriate safety precautions must be taken and hot work permits requires by the station shall be approved by the PO before, during and after scanning the system. Contractor shall use an infra-red scanning camera to detect and document hot spots in the Electrical Power Distribution System. Objective of this work is to inspect, test, detect, maintain, and/or repair any loose, broken, or corroded connections in the system. Problem connections shall be repaired immediately where practical by replacing connectors and/or tightened with torque wrench to meet the equipment manufactures' specifications. Repairs shall be re-scanned at no additional cost to the government. Results, findings, and/or recommendations to correct deficiencies shall be documented in the final report.

L. Conduct visual and infrared inspection of all high voltage feeders and associated load-breaks at high voltage electrical Sectionalizing Junction Cans, transformers, and medium voltage switchgear.

M. Perform Testing and Maintenance on all Transformers with 12.47 KV primary voltage.

1. Transformers shall be cleaned exteriorly, inspected for sign of overheating with an infra-red thermal detecting equipment, and inspected for any damages to the housing, connection points, or insulation.

2. Liquid cooled transformers must have the cooling liquid tested. If liquid levels fall below recommended limits after removal of samples, notify Owner.

When tests indicate that the liquid no longer meets manufacturer’s specification, Owner shall be notified prior to refilling.

N. Medium voltage cables shall be tested for Dialectric Withstand using VLF testing methods and Power Factor/Dissipation Factor (tan delta) testing.

O. Complete testing and maintenance of all breakers as specified herein.

1. Removal & Bench Testing not required if it is practical and approved by the PO to test the breakers in place.

2. Test and exercise circuit breakers located in switchgears and switchboard as identified per the Scope of Work to ensure operation under overload, fault, and ground fault circuit conditions.

3. Lubricate all moving parts with manufacturer’s approved lubricants.

4. All breakers scheduled to be tested shall be tested using primary injection.

P. Automatic Transfer Switches shall be inspected, cleaned, tested for operation, serviced and lubricated, and all metering tested for proper operation and accuracy.

Q. Calibrate and maintain adjustable protective relays.

R. Power monitors shall be inspected and tested for proper operation and accuracy.

S. Test all control systems equipment for proper operation after maintenance is performed and before placing them back in normal service.

SCOPE OF WORK TO BE INCLUDED:

A. The Project includes Testing and maintenance as noted below of existing electrical switchgear, switchboards, primary oil filled transformers, primary switches, and underground primary cabling systems.

B. The work will require close coordination with the Rocky Mountain Laboratories Office of Facility Services Staff.

C. The Contractor shall provide necessary materials, equipment, and labor for the required work.

D. Inspection, Testing, and manufacturer recommended breaker maintenance on the switchgear listed below.

1. Building 27 - Switchgear PSG, DSG, GPC. Service and maintenance of medium voltage gear and Generator Paralleling MCC (GPC) shall be full serviced by factory authorized service technicians. Breaker and relay testing may be done by separate NETA certified testing agency.

2. Building 28 - Switchgear SSA.

3. Building 31 - Switchgear MSWB-31 and ESWB-31.

4. Testing and Calibration on all Power Monitors shall be done.

5. Testing and Calibration on all protective relays shall be done.

E. Inspection and testing on the Switchboards listed below. All Insulated Case Breakers shall be fully tested and maintained. All molded case breakers in switchboards shall be operated and inspected for general condition. All breaker settings shall be confirmed to be set per owner furnished Coordination Study.

1. Quad Complex (East Distribution) - Switchboards MSB, MSBA1, MSB7, and

MSB7A

2. Building 27 (West Distribution System) - Switchboards WMSB, WEMH1, and

WEML1 .

3. Building 28 and 25 - Switchboards MSB28C, ESB-B, and ESB-C.

4. Testing and Calibration of Power Monitors shall be done on all switchboards.

F. Inspection and testing on the following primary cabling:

1. Primary Cables from Transformers TG-1, TG-2, TG-3, TG-4, and TG-5 back to Switchgear PSG.

2. Primary Cables from Switchgear PSG to DSG. Two sets of feeders between gear.

3. Primary Cables from Switchgear PSG to Load Bank.

4. Primary Cables from Switchgear DSG to Transformers TD 28A and TD 28B. And tie cables between TD28A and TD28B.

5. Primary cables from Switchgear DSG to Primary Sectionalizer Junction Boxes PJ-

B-1, PJ-A-1, PJ-U1-1

6. Primary cables between Primary Sectionalizer Junction Boxes and Manual Switches. Total of 13 separate segments.

7. Primary Cables from Sectionalizer Junction Boxes to Transformers TD-East, TD- West, TD-C, TD-31 and TD-W2.

G. Inspection, maintenance, and operational tests of Primary Switches PS-A/B and PS-U1.

H. Inspection, maintenance, and oil sampling of Primary Padmounted Oil-Filled

Transformers and Medium Voltage Switches. 12 total transformers, 2 switches.

I. Inspection, maintenance, and testing of Automatic and Manual Transfer Switches. 10 total.

BID ITEMS AND SCHEDULE

A. The work is intended to be done over a 5 year period. Work shall be separated into the following annual tasks:

1. Year 1

a. Testing and Maintenance - Building 27 Switchgear PSG, DSG, GPC

2. Year 2

b. Switches Testing and Inspection – Primary Cable, Sectionalizers, Primary

Switches, Primary Transformers

3. Year 3

a. Testing and Maintenance - Building 31 Switchgear

4. Year 4

a. Inspection and Maintenance – Campus Switchboards

b. Inspection Maintenance and Testing - Automatic Transfer Switches

5. Year 5

a. Testing and Maintenance - Building 28 Switchgear SSA

6. Provide cost for weekly rental of portable generator rated for 1250KW.

7. Provide estimated budget for potential repairs for each year.
