STATEMENT OF WORK
Parking Requirements for
5601 Fishers Lane Relocation/Consolidation
Background:
As part of approved Prospectus Lease Action, (LEASE #GS-11B-02310), GSA secured 490,998 rentable square feet of leased space on behalf of the NIH at 5601 Fishers Lane, Rockville, MD. This leased location was procured to support approximately 1,800 National Institute of Allergy and Infectious Diseases (NIAID) staff members. NIAID has been an occupant at 5601 Fishers Lane since March 27, 2014. The lease was awarded for a fifteen
(15) year lease term with a ten (10) year renewal option, the lease is set to expire March 26, 2029.
Pursuant to Solicitation for Offer (SFO), paragraph 1.8.B., parking is to be made available in a quantity that meets current local code requirements. To support the staff members at 5601 Fisher Lane and to comply with County code the owner has made available to the NIH the purchase of 1359 parking permits at the attached garage and surface parking lot adjacent to the leased building.
The official NIH Parking Policy, 1410 has been established to comply with 41 (FMR) § 102-
74.265 “Parking Facilities” NIH parking policy 1410 Section 15, Subsection a. iii. states that “In the event additional parking spaces are available at an off-campus leased facility, and IC may request to obtain such spaces through a lease contract or contract agreement modification.
The IC obtaining these spaces is required to pay any costs or fee(s) associated with this acquisition through appropriate IC office.” Therefore, per Parking Policy 1410, it is possible for NIAID to acquire additional parking permits at 5601 Fishers Lane from the lessor to support employee parking.
NIAID had previously contracted a parking service contract through the Office of Acquisition for a period of 63.5 Months from March 1, 2014 – June 15, 2019, under contract no.
HHSN292201400001C. Prior to the expiration of contract number HHSN292201400001C, and to prevent a lapse in receiving parking services without a contract in place, a purchase order contract was established under contract no. 75N99019P00189 to cover the period from June 16, 2019 through July 31, 2019. Subsequently, a modification contract number P00002 was made on the purchase order contract number 75N99019P00189 to cover the period from 08/1/2019 through 09/30/2019. This will allow NIH time to complete the acquisition of a parking contract for a 1-year base with 4 one-year renewal options on behalf of NIAID.
NIAID has a continued need for parking for its employees and staff at 5601 Fishers Lane Rockville, MD 20852, lease location. The Office of Acquisition will assist in procuring parking to support this requirement by establishing a new service contract to support parking service based on a 1-year base with 4 one-year renewal options.
