About this file

This is a Standard Form 1442 Solicitation, Offer, and Award document issued by the National Institutes of Health (NIH), Office of Logistics and Office of Administration, for design-build services to upgrade emergency electrical power during outages in Building 49. The solicitation (75N98026R00123) seeks to replace outdated emergency equipment in the electrical vault, including a 1500kW diesel generator, day tanks, switchgear, switchboard, distribution panels, and transfer switches that no longer meet current standards for capacity, efficiency, and reliability. Proposals are due by 4:30 PM on August 10, 2026, with a mandatory site visit requirement for all offerors to attend to be considered eligible for award. The contract performance period spans from August 11, 2026 to January 26, 2027, with a delivery deadline of 168 days after award. The project is located at Building 13, 2nd Floor, Wing C, Bethesda, Maryland 20814. The Contracting Officer is Brian K. Baek, and the Contracting Officer's Representative is Alexander (Earl) Johnson.

This is a Total Small Business Set-Aside solicitation with an estimated construction project magnitude between $5,000,000 and $10,000,000. The award will be made using a Lowest Price Technically Acceptable (LPTA) methodology to the responsible small business offeror submitting a technically acceptable proposal at the lowest evaluated price with reasonable, balanced, and realistic pricing. Offerors must submit three volumes: a technical proposal, a price proposal with firm-fixed-price for all labor, supervision, materials, equipment, transportation, permits, bonds, insurance, overhead, profit, and subcontractor costs, and past performance documentation with at least three similar projects completed within the past five years. Technical acceptability evaluation criteria include relevant experience with similar construction work, qualified key personnel (superintendent with relevant experience), and a feasible technical approach demonstrating understanding of requirements. Performance and payment bonds are required, and Davis-Bacon Act wage requirements apply. Proposals must include a preliminary project schedule with milestones and a detailed technical approach addressing construction methodology, quality control, safety management, site management, and subcontractor management.
