About this file
This is a Solicitation, Offer, and Award document (Standard Form 1442) for a construction contract issued by the National Institutes of Health, Office of Logistics and Administration. The solicitation number is 75N98026R00123, with a requisition number of 7362859 and project number C104567. This is a negotiated Request for Proposal (RFP) issued on July 10, 2026, for design-build services to upgrade emergency electrical power during outages in Building 49 at the NIH facility in Bethesda, Maryland. The estimated project magnitude is between $5,000,000 and $10,000,000. Proposals are due electronically by August 10, 2026 at 4:30 PM, with a 168-day performance period from August 11, 2026 to January 26, 2027. The contract is designated as a small business set-aside with limitations on subcontracting.
The solicitation requires a firm-fixed-price proposal submitted in three volumes: technical approach, price proposal, and past performance with certifications. Technical evaluation criteria include demonstrated relevant experience on similar construction projects, qualified key personnel (project manager, superintendent, and quality control manager), and a feasible technical approach addressing construction methodology, quality control, safety management, site management, and subcontractor management. The Government will award to the lowest-priced technically acceptable offeror using an LPTA (Lowest Price Technically Acceptable) methodology after determining price reasonableness and realism. Attendance at a mandatory site visit is a material requirement for proposal acceptance. Performance and payment bonds are required, with bond security due within 10 calendar days after award. The contracting officer is Brian Baek at +1 301-435-1604, and the contract includes standard FAR clauses covering construction-specific requirements, Davis-Bacon wage rate requirements, bonding, payment terms, and contract administration procedures.
