About this file
This is a Statement of Work (SOW) for annual service maintenance of a BD LSRFortessa Cell Analyzer (Serial # H5B200003) operated by the National Institutes of Health (NIH) National Cancer Institute (NCI) Laboratory of Molecular Pharmacology. The Developmental Therapeutics Branch uses this flow cytometry instrument for quantitative analysis of cell cycle, DNA replication, and assessment of anti-cancer drug effects in cancer cells. BD Biosciences is contracted to maintain the government-owned equipment in operational condition to support ongoing research activities.
The contractor shall provide all labor, materials, and equipment necessary for preventive and corrective maintenance performed on-site at NIH NCI LMP in Bethesda, Maryland. Specific deliverables include two preventive maintenance inspections annually with PM kits, software revisions as needed, unlimited service visits Monday-Friday 9 am to 5 pm (excluding holidays), 48-hour guaranteed response for emergency on-site service with a $500 credit if response time is missed, and unlimited telephone support for instruments, reagents, and applications at no additional charge. The maintenance must be performed by technically qualified factory-trained personnel in accordance with Original Equipment Manufacturer standard practices. The contract is a firm fixed price purchase order with a one-year period of performance from August 1, 2026 through July 31, 2027. Payment shall be made quarterly in arrears upon submission and approval of invoices to the Contracting Officer's Representative (COR) and NIH Office of Financial Management (OFM).

STATEMENT OF WORK (SOW
Annual Service Maintenance Contract for BD LSRFortessa Serial # H5B200003
1.0 BACKGROUND
The Developmental Therapeutics Branch (DTB) focuses on the discovery and the molecular pharmacology of novel anticancer, antimicrobial and antiviral targets such as human tyrosyl phosphodiesterase 1 and 2, Topoisomerase I, II, and III, as well as prokaryotic exonuclease VII.
The DTB uses the LSR Fortessa for lab operations because this instrument allows quantitative analysis of cell cycle, DNA replication timing, DNA replication perturbation as well as to measure the effects of anti-cancer drugs in cancer cells. The high throughput platform will facilitate analysis of DNA/RNA levels, protein expression or protein modifications among other things. Maintenance of the system is essential because cell cycle studies are important part of the research for the DNA replication group of the DTB.
1.1 OBJECTIVE
The primary objective of this project is to have BD biosciences perform annual maintenance for our LSRFortessa instrument (Decal# 01825187, Serial # H5B200003) in order to have this instrument maintained operational at all times as it is essential for routine research of several groups because this instrument allows quantitative analysis of cell cycle, DNA replication perturbation as well as to measure the effects of anti-cancer drugs and/or gene expression in cancer cells. The instrument also allows the analysis of DNA/RNA levels, protein expression or protein modifications among others.
2.0 SCOPE
The Contractor shall provide all labor, material and equipment necessary to maintain and provide preventive maintenance of the government owned LSR Fortessa Cell Analyzer. Coverage should include the BD LSRFortessa with three lasers (Blue, Red and Ultraviolet) and one FACStation (excluding printers) for labor, travel expenses and parts. which provides routine analysis needed in the laboratory. All maintenance services should be performed in accordance with the manufacturer’s standard maintenance practices.
