1.0 DESCRIPTION

The Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS) on behalf of National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT), Office of the Chief Information Officer (OCIO), intends to procure on a sole source basis, specialized professional services to support integration, deployment, and operation of Galaxy software and migration of custom-built bioinformatic applications into the NCI Integrated Data Analysis Portal (NIDAP) environment.

GalaxyWorks LLC 8 The Green Ste 5008 Dover, DE 199901

This acquisition will be processed under FAR Part 12 – Acquisition of Commercial Products and Commercial Services and will be made pursuant to the authority at 41 U.S.C. 1901, utilizing simplified procedures in accordance with RFO 12.201-1. Competition is being restricted in accordance with RFO FAR 12.102(a), based on the Contracting Officer’s determination that only one source is available to meet the Government’s requirements.

The North American Industry Classification System code is 541512 and the business size standard is $34 Million.

The following is the requirement for the solicitation number 75N98026Q00474

Professional services will be used by DMAP to:

• Ensure our Galaxy instance is running on the latest supported version of Galaxy to take advantage of bug fixes, security patches, and new features.

• Provide support for managing logins, scaling compute instances, and storing data so our team can focus on research workflows rather than infrastructure operations.

• Integrate NIH-compatible authentication (e.g., NIH login/iTrust) to meet federal security and data privacy requirements for our collaborators.

• Fix the known existing bug where dropdown (select) parameters do not render correctly when tools are composed into Galaxy workflows.

• Enable running individual tool nodes independently within a workflow, rather than requiring a full re-run from the beginning when only one step needs to be re-executed.

• Support DMAP staff with developing and running ad-hoc tools or custom Python code directly from the Galaxy front end for exploratory analysis.

• Ensure that the published/released version of workflows shared with collaborators is under version control, maintained alongside the corresponding Tool XML files in our repository.

• Develop new custom workflows

• Assist DMAP with the preparation of training materials for end users.

2.0 UNIQUE QUALIFICATIONS OF THE CONTRACTOR

The proposed contractor, GalaxyWorks LLC, is a commercial entity founded by several core members of the original academic Galaxy Project team to provide managed professional services and support for Galaxy open-source software. Galaxy is an open-source platform originally developed in 2005 by researchers at Johns Hopkins University and Pennsylvania State University with sustained support from the National Institutes of Health (NIH).

GalaxyWorks provides a managed version of Galaxy designed for organizations requiring dedicated support, enterprise implementation expertise, and security-focused deployment support, as required by Federal entities.

NCI requires specialized professional services to deploy, integrate, optimize, and sustain the Galaxy platform within the NCI Integrated Data Analysis Portal (NIDAP), including integration with NIH-compatible authentication, operation within a hybrid infrastructure environment, migration and optimization of bioinformatics workflows, development of custom workflows, remediation of platform-specific workflow issues, and support for user training and adoption. Based on market research, GalaxyWorks is the only source identified with the combination of direct Galaxy platform expertise, development knowledge, and experience necessary to perform these requirements in NCI’s environment without substantial duplication of effort or unacceptable performance risk.

Due to time and resource constraints, NCI cannot accommodate the significant ramp-up that would be required for an alternate vendor to obtain comparable platform knowledge, learn the NIDAP environment, and perform the required integration and workflow migration activities. Use of another source would create increased risk of performance delays, rework, and disruption to critical bioinformatics capabilities.

3.0 RESPONSE INSTRUCTIONS

The response and any other information furnished must be in writing and must contain material in sufficient detail to allow the Office of Mission Acquisition Solutions (OMAS) to determine if the party can perform the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, Contractors must be registered and have valid certification through SAM.gov. Reference solicitation number: 75N98026Q00474 on all correspondence.
