Questions and Answers

1. Question:

Page 17 of SOW, Requirements for Vacuum Freeze Drying: It is stated “during vacuum-freeze drying materials will be frozen to a temperature of at least -25 degrees Fahrenheit” We have the capability to freeze materials at or below -25 degrees Fahrenheit, however we have found that for optimal vacuum freeze drying conditions it is best to freeze materials at a temperature of 10 to 20 degrees Fahrenheit prior to drying. In some cases, sub-zero freezing can cause damage to materials and leads to extended exposure to drying cycles.

Can this requirement be revised? Or would you like the contractor to freeze materials to -25 degrees Fahrenheit during vacuum freeze drying?

Answer:

We prefer not to revise the requirement. However, we recognize that each “event” will present its own unique challenges. We intend to work with the vendor and its experts to determine the best way to recover damaged materials. That may mean that we will require a temperature of at least -25 degrees Fahrenheit and it is helpful to know that the o eror has that capability. It may also mean that we defer to the o eror’s suggestion that “optimal vacuum freeze-drying conditions it is best to freeze materials at a temperature of 10 to 20 degrees Fahrenheit prior to drying.”

2. Question:

Page 24 of SOW, Period of Performance: The period of performance is listed as January 8 2024 through January 7, 20247. Can this be revised to January 7 2027.

Answer:

Year 20247 is a typo. The correct year 2027. The Time and Materials Indefinite-Delivery Requirements type contract will be for three years and the period of performance will be determined prior to award.

NO ADDITIONAL QUESTIONS WILL BE ACCEPTED AT THIS TIME

The due date for submission of proposals and Small Business Subcontracting Plan is still April 9, 2024, 4:00 PM EDT.
