DATE RFP ISSUED: June 4, 2019

DATE AMENDMENT NO. 1 ISSUED: June 13, 2019

CONTACT PERSON: Aytaj Vily, Contract Specialist

Office of Acquisitions National Library of Medicine 6707 Democracy Blvd., Suite 105 Bethesda, MD 20892-5488

PROPOSAL RECEIPT DATE: June 19, 2019 01:00PM EST

To all Vendors:

The purpose of this Amendment is to respond to vendor questions to date.

VENDOR QUESTIONS:

(1) What is the expected start date of this contract?

RESPONSE: As stated in the RFP, it is anticipated that the award will be made on or around June 30, 2019.

(2) Which pricing schedule are we to use?

RESPONSE: Vendors should provide their best terms from a price and technical standpoint.

National Institutes of Health (NIH) Phone: 301-496-6546 National Library of Medicine (NLM) Fax: 301-402-0642 Office of Acquisitions http://www.nih.gov 8600 Rockville Pike, Building 38A Bethesda, MD 20894 http://www.nlm.nih.gov http://www.nlm.nih.gov/

(3) Will this be Firm Fixed Price or Labor Hour Contract?

RESPONSE: As stated in the RFP, the Government contemplates a single Labor-Hour (Firm Fixed Price) award resulting from this solicitation to the responsible offeror whose offer represents the best value in terms of technical capability and price.

(4) Criterion A refers to the “ability to conduct and/or participate in application testing prior to public release and collect results to eliminate errors is requested.” Can the government provide further information on the application testing that will be required?

RESPONSE: The current system has to be maintained and upgraded with additional functionalities. As the technical and scientific professionals on the ChemIDplus team, participating in application testing prior to public release and eliminate errors is one of the criterion to be evaluated.

(5) Can the Government provide further details on what deliverables are required to be compliant?

RESPONSE: Section 508 applies principally to the ChemIDPlus web user interfaces, where it is conceivable that work done under this contract might influence web presentation. But practically, it also applies to the data representations in the database, where we minimally seek to provide human-readable ASCII text representations (molecular name, InChl, SMILES) of each ChemIDPlus database item. It is expected that all database entries must have representations available in ASCII/text equivalent form as an accessibility aid. All electronic reporting deliverables, such as invoicing and summaries of work progress, must be prepared to meet Section 508. See document accessibility guidance at:
