Questions and Answers

1. Section 2.0 states “If applicable, the Contractor shall be responsible for replacing, purchasing, and disposing of radioactive sources, and shall consider such services a regular part of this contract.”

a. Can you confirm that this is referring to radioactive sources which were provided with the equipment, in which case it would not be applicable if there were no such radioactive sources provided with the equipment?

b. Similar language is included in Section 2.1.d. Please confirm the answer above applies here as well.

c. Can you confirm, is the instrument used in a radioactive environment?

This can be removed – it is not radioactive. I had taken language from another contract and didn’t remove.

2. Section 2.0 states a requirement of 5 years of experience for all listed equipment, however the listed instruments are not 5 years old. Can you clarify this requirement?

This is true – should have stated 5 years of service experience on listed equipment (or similar liquid chromatography or similar mass spectrometry instrumentation).

3. Section 2.1.c states that completion of emergency services to broken equipment shall be within 5 working days. The time would depend on many factors, and some failures could be critical. Can this requirement be changed to reasonable effort?

Initial service and diagnosis shall be completed within 5 working days. The equipment shall be returned to operational status as soon as possible after any materials (such as parts required for repair) are available.

4. Section 2.1 e. Relocations - instrument relocation is usually out of the scope of a service agreement and is billed separately. Can this be removed?

This can be removed.

5. Can you confirm if NIEHS requires OEM trained and certified engineers?

remove this language from the SOW stated they can provide service.

6. Reference is made to “parts” and “consumables.” Consumables are not typically included in service plans as they are meant to be purchased separately. For clarity, can these references be updated to “service spare parts”?

Yes – that is an acceptable change in language.

7. The part numbers in the table (CL001 -CL007) on page 33 are not OEM part numbers. Can you provide the OEM numbers?

a. Those are the part numbers for the Shimadzu equipment and Sciex equipment.

8. Can you also clarify a discrepancy in the scope of work? The table on page 33, CL002, says 2 preventive maintenance services for that item, but then the text in the last paragraph of Section 2.0 on page 34 says 1 preventive maintenance. Can you let us know which is the accurate number of PMs?

a. The QTRAP lists on line LC002 should have 1 annual preventative maintenance at minimum.
