Attachment 1-NIEHS CAMPUS
STATEMENT OF OBJECTIVES (SOO)
SOLICITATION 75N96024Q00015
RTP, NC Armed Security Protection and Patrol Services (ASPPS)
1.0 PURPOSE
The continued performance of Armed Contract Security Officer (ACSO) Services at the National Institute of Environmental Health Sciences (NIEHS) is integral and critical to all functions taking place on the NIEHS Campus. Providing continuous on-site, Armed Security Officers (ASOs) and services to the facility plays not only a critical role in the accomplishment of the NIEHS research mission, but also contributes to the quality of life for all campus employees.
This Statement of Objectives (SOO) aim is to provide a framework to guide Offerors in the development of a [Statement of Work (SOW) or Performance Work Statement (PWS)] detailing their plan to meet or exceed the NIEHS program objectives. The submitted SOO will also include a proposed Key Personnel Training Plan, Uniform, Vehicle and Equipment Plan, and Quality Control Plan.
2.0 BACKGROUND
The NIEHS established in 1966 as a division of the National Institutes of Health was elevated to Institute status in 1969. The program responds to a recognized need to improve the scientific bases for identifying and characterizing environmental hazards and for understanding how these environmental hazards cause human disease.
NIEHS conducts in-house research and supports, through grants and contracts, basic and applied biomedical research on the effect of various environmental agents on human health. Laboratory research conducted by NIEHS Scientists focuses on the understanding of the mechanisms of action of toxic agents and the body's response to such agents, the identification, and characterization of toxic agents, and the estimation of human risk resulting from varied exposures.
Currently NIEHS programs occupy facilities at two sites in the RTP Area. The Main Campus, located at 111 T.W. Alexander Drive in Durham, NC, is government-owned and includes administration, laboratory, clinical and support facilities. NIEHS houses almost 1,200 research scientists, administrators, and support personnel in ten campus buildings.
The site contains over one million gross square feet of building space, roadways, parking areas, and underground utilities systems on 377 acres of land. NIEHS also houses approximately 300 personnel in one off-campus leased office building.
The EPA leases 130+ additional acres of NIH property directly adjacent to the NIEHS campus. The combined campus is over 500 acres. The NIEHS and EPA are two separate entities; however, both receive utilities from the NIEHS. The EPA maintains its own security contract and Armed Security Officer Force, requiring constant communication and interaction between the security contracts.
The NIEHS research complex contains complicated and sophisticated building environmental support and utility systems to support long-term research. Animals are widely used in this research. Laboratories contain extremely complex and expensive test equipment. Responsiveness and skill by contractor employees is extremely critical to maintain the integrity of the many research programs being conducted at NIEHS.
