About this file
This is an Amendment 1 to a Combined Synopsis/Solicitation for commercial items and services issued as a Request for Proposal (RFP).
Solicitation Details and Requirements:
The solicitation number is 75N95026R0007, issued by the National Institutes of Health (NIH). The requirement is for scientific and technical consulting services under NAICS Code 541690, with a small business size standard of $19.0 million. This is a full and open competition with no set-asides. The Government will award a firm fixed-price purchase order for services with an anticipated period of performance from August 7, 2026 through August 6, 2027, plus three optional twelve-month extension periods. The objective is to examine GLP-1 receptor agonists and their potential health benefits for people living with HIV (PLWH), particularly regarding alcohol and substance use disorder outcomes. The contractor will use electronic health record data from the Department of Veterans Affairs to investigate associations between GLP-1 receptor agonists and HIV- and ASUD-related outcomes in adults through propensity-score matching and multivariable linear regression models. Specific requirements and deliverables are detailed in an attached Statement of Work.
Evaluation, Submission, and Award Information:
Proposals will be evaluated on technical capability, price, and past performance, with non-price factors significantly more important than price. The Government will evaluate all options together with the base requirement for award purposes. Responses must include clear and convincing evidence of capability, detailed price proposals with labor categories, hourly rates, hours required, and other direct costs. All offerors must be actively registered in the System for Award Management (SAM) and include their Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and business size certification. Responses must be received electronically by 9:00 a.m. EST on July 30, 2026, addressed to Robin Knightly, Contracting Officer, at Robin.Knightly@nih.gov. A written notice of award to the successful offeror will result in a binding contract.

COMBINED SYNOPSIS / SOLICITATION (COMPETITIVE)
Title: Role of Glucagon-like Peptide-1 (GLP-1) receptor agonists versus DPP-4 inhibitors for alcohol and substance use disorders in improving HIV-related outcomes and providing health benefits in people living with HIV
(i) This is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation; a written solicitation will not be issued.
(ii) The solicitation number is 75N95026R0007. This solicitation is issued as a request for proposal (RFP).
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01.
(iv) This requirement is full and open with no set-aside restrictions. The associated NAICS Code is 541690 Other Scientific and Technical Consulting Services and the small business size standard is $19.0M.
(v) The Government anticipates award of a firm fixed-price purchase order for the services acquired under this acquisition, and the anticipated period of performance is August 7, 2026 through August 6, 2027 with three (3) twelve-month option periods.
(vi) Description of Requirement:
The objective of the proposed project is to examine GLP-1RAs and their potential health benefits for PLWH, in addition to alcohol and substance use disorders outcomes. Using electronic health record data from the Department of Veterans Affairs (VA), the largest integrated healthcare system in the US, we will investigate the association between GLP-1RAs (prescribed for any indication) and HIV- and ASUD-related outcomes in adults. Individuals exposed to GLP-1RAs will be propensity-score matched to up to five unexposed individuals. Multivariable linear regression models will estimate changes in HIV- and ASUD-related outcomes before and after exposure.
