About this file
This document is a Purchase Description for a non-competitive solicitation issued by the National Institute of Mental Health (NIMH) Translational Immunopsychiatry Unit (TIU) to acquire HuProt v4.0 Human Proteome Microarrays with biospecimen screening services from CDI Laboratories Inc. The procurement seeks 100 microarrays capable of screening for autoantibodies, with specific technical requirements including a microarray containing over 21,000 human proteins derived from 16,794 unique human genes, and high reproducibility (R^2 > 95%).
The solicitation (Number 75N95025Q00167) is structured as a combined synopsis/solicitation for commercial products and services, with a firm fixed-price purchase order anticipated. The period of performance is March 17, 2025 - June 17, 2025, with responses due by March 11, 2025 at 9:00 am Eastern Time. Responses must be submitted electronically to the Contracting Officer Marlene Milgram, include pricing details, unique entity identification, and demonstrate capability to fulfill the requirements. The acquisition is being conducted under simplified acquisition procedures, with the NAICS code 541380 and a small business size standard of $19 million. The government will evaluate quotes based on technical capability, past performance, and price, with technical factors being significantly more important than price.

Version 11-30-2016-1 FAR Part 11—Describing Agency Needs
PURCHASE DESCRIPTION
1. Statement of Need and Purpose:
The National Institute of Mental Health (NIMH) Translational Immunopsychiatry Unit (TIU) seeks to purchase human protein arrays as an unbiased reagent for screening for autoantibodies that bind to conformational and/or post-translationally modified human proteins.
2. Background Information and Objective:
The NIMH TIU is engaged in autoantibody discovery and validation. Toward this end, we require reagents that allow us to screen for autoantibodies against a large number of autoantibodies, in an unbiased manner, using minimal volumes of human biofluids—a nonrenewable reagent.
3. Generic Name of Product: Human protein arrays
4. Purchase Description:
HuProt™ v4.0 Human Proteome Microarray (100) Manufacturer’s name: CDI Laboratories Inc.
5. Salient characteristics:
(1) A microarray programmed with human proteins that have been synthesized in a eukaryotic expression system (HuProt and VirD)
(2) A human protein microarray that consists of more than 21,000 human proteins (HuProt)
(3) A human protein microarray that consists of proteins derived from 16,794 unique human genes (HuProt)
(4) A human protein microarray with R^2 > 95% (high reproducibility) (HuProt)
(5) Array service:
i. CDI agrees to receive and screen 100 human biospecimens on their HuProt 4.0 arrays
ii. CDI agrees to screen biospecimens for IgG an IgA class antibodies on a single array using the following antibodies: anti-Human IgG, FCg specific AF647 (Jackson ImmunoResearch: 109-606-098) & anti-Human IgA Cy3 (Jackson ImmunoResearch: 109-165-011)
iii. CDI agrees to screen cerebrospinal fluid at a 1:8 dilution (500 uL / array)
iv. Stained slides will be scanned on a GenePix 4000B scanner using the following settings:
a. Wavelength #1 - 635
i. PMT Gain: 600
ii. Power (%): 100
b. Wavelength #2 - 532
