About this file

This document is a Purchase Description for the acquisition of two types of laboratory vials for the National Institutes of Health (NIH), specifically the National Center for Advancing Translational Sciences (NCATS). The procurement involves 1,000 Microwave Reaction Vials (MRVs) in 2-5ml size and 500 High Recovery Vials (HRVs) in 30ml size, each with specific technical requirements including ceramic barcoded labels, aluminum/phenolic caps, magnetic stir bars, and precise tare weighing.

The solicitation (75N95025Q00151) is a pre-solicitation for brand name or equal laboratory vials, with MRVs designed to facilitate controlled microwave-assisted chemical reactions and HRVs intended to preserve sample integrity during storage and handling. The vials will support NCATS' high-throughput chromatin assay research. Delivery is anticipated within 8 weeks of purchase order receipt, with delivery location at 9800 Medical Center Dr, Bldg B, Rockville, MD 20850. Responses are due by March 27, 2025, at 3 pm Eastern Time, to be submitted electronically to Nick Niefeld at nick.niefeld@nih.gov, with detailed capability statements required from potential contractors.

Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

PURCHASE DESCRIPTION

1. Statement of Need and Purpose:

Microwave Reaction Vials (MRVs):

• Purpose: The purpose of acquiring MRVs is to facilitate controlled and uniform heating, accelerating chemical reactions while maintaining safety in the laboratory environment.

• Statement of need: The objective of acquiring MRVs is to enhance the efficiency and speed of reactions, reduce energy consumption, and achieve consistent and reliable results in a shorter time frame.

High Recovery Vials (HRVs):

• Purpose: The purpose of acquiring HRVs is to preserve the integrity and volume of precious samples, ensuring accurate analysis and reducing the risk of contamination.

• Statement of need: The objective of acquiring HRVs is to improve the accuracy of experimental results, reduce sample loss, and enhance the reliability of data by maintaining sample quality throughout storage and handling.

By acquiring automatic MRVs and HRVs, ASPIRE program aims to streamline workflows, reduce manual intervention, and maintain high-quality analytical results, thereby supporting greater efficiency and scalability in our operations.

2. Background Information and Objective:

Microwave Reaction Vials (MRVs) Background Information: Microwave Reaction Vials (MRVs) are specifically designed to withstand the extreme conditions of microwave-assisted reactions. These vials are made from materials that can endure high temperatures and pressures generated during rapid heating processes. They are commonly used in laboratories for accelerating chemical reactions in applications such as synthesis, digestion, and extraction. The use of microwave heating improves reaction efficiency by providing uniform and precise temperature control.

Objective of Acquiring MRVs: The primary objective of acquiring MRVs is to improve the efficiency and speed of chemical reactions, ensuring uniform heating and faster completion of experiments. By utilizing MRVs, laboratories can reduce energy consumption and processing time while maintaining consistent reaction conditions, ultimately improving the overall productivity and reliability of experimental outcomes.

High Recovery Vials (HRVs) Background Information: High Recovery Vials (HRVs) are laboratory vials specifically designed to minimize sample loss during storage and handling. Made from high-quality glass or specialized polymers, these vials prevent contamination and evaporation, which is particularly critical when dealing with small or valuable samples. HRVs are commonly used in analytical laboratories for applications that require precise measurements, such as chromatography, sample analysis, and biological research.

Objective of Acquiring HRVs: The objective of acquiring HRVs is to ensure minimal sample loss, which is vital for obtaining accurate results in experiments involving trace quantities of compounds. These vials help maintain sample integrity by preventing evaporation and contamination, thereby improving the accuracy of measurements and the reliability of experimental data. By acquiring HRVs, laboratories can improve their overall analytical processes and make the most of valuable or limited samples.
