About this file

This is a Sole-Source Justification document for consulting services in medical device development under the Blueprint MedTech Initiative from the Department of Health and Human Services, National Institute of Health (NIH). The requirement is being awarded to Sattva Science, LLC, a woman-owned small business (WOSB), as a follow-on to Purchase Order No. 75N95024P00033.

The contract is for consulting services to support the Blueprint MedTech Initiative, providing feedback to NIH program leadership and technical guidance on medical device development projects. The acquisition is a Time & Materials/Labor Hour contract not to exceed $150,000, conducted under simplified acquisition procedures. The justification cites that Sattva Science is the incumbent contractor, the procurement falls under NAICS code 541990 where WOSBs are substantially underrepresented, and the contractor has demonstrated satisfactory performance. The sponsoring organization is NIH's National Institute of Drug Abuse (NIDA), Office of Translational Initiatives and Program Innovations (OTIPI).

5. Acquisition Authority. This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1 (b) Soliciting from a single source. 7. Any other facts supporting the justification. None.
