About this file
This document is a Presolicitation Questions and Responses related to a forthcoming Request for Proposals (RFP) No. 75N95024R00050 for Manufacturing and Nonclinical Studies Support for the Development of Therapeutic Biotechnology Products (Biologics) for Neurological-related Disorders.
The key details are as follows: The National Institutes of Neurological Disorders and Stroke (NINDS) has a need for current Good Manufacturing Practices (cGMP) manufacturing and Good Laboratory Practice (GLP) nonclinical (preclinical) support services to support translational development of therapeutic biotechnology products (Biologics) for National Institutes of Health (NIH) drug discovery and development programs. The RFP will be a Ramp-On re-opening and re-soliciting of a previous RFP, with the purpose of adding one or more contractors to the existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract pool. The ordering period for new awards will expire on September 29, 2030. The Contractor shall provide support for both Biologics cGMP manufacturing and GLP nonclinical services, including execution of the studies and completing study reports and documentation that will enable regulatory filing and evaluation of biological therapeutics in clinical trials for NIH drug development programs. Responses to specific questions indicate that offerors must propose on the entire Statement of Work, and that the requirement will not be limited to domestic sources, but foreign companies must obtain clearance from the Department of State.

QUESTION 1: Can a vendor apply for Task Area 2 without applying for Task Area 1?
GOVERNMENT RESPONSE: No. Offerors must propose on the enre Statement of Work. QUESTION 2: Would our company qualify for the solicitaon?
GOVERNMENT RESPONSE: Please see the pre-solicitaon noce for a descripon of the requirement.
The solicitaon will also include all necessary informaon and instrucons related to submission requirements and evaluaon criteria. All interested vendors are encouraged to apply.
QUESTION 3: Will foreign companies that would rely, in part, on manufacturing facilies outside the U.S.
(e.g., Europe or Canada) be eligible to apply?
GOVERNMENT RESPONSE: This requirement will not be limited to domesc sources. All eligibility requirements and mandatory qualificaon criteria will be included in the solicitaon and all companies that meet the eligibility requirements will be eligible to apply. Clearance from the Department of State must be requested by the Government and obtained before the award of a foreign contract, foreign subcontract, or a contract with a foreign component, resulng from this solicitaon.
