RFP No. 75N95024R00039 Amendment 1

Responses to Offeror’s Questions:

1. Is this effort a follow-on or new requirement? If follow-on, please provide the incumbent award information.

Answer: This is a follow-on to Contract No. 75N95020C00028

2. Is there a known budget or not-to-exceed price for this effort?

Answer: There is not a pre-specified budget, but as this is a competitive solicitation and NIDA has reserved the right to award without discussions if it determines it is in the best interests of the Government to do so. Offerors are encouraged provide their best and most competitive offers.

3. Is the primary place of performance expected to be at the contractor’s site?

Answer: It is anticipated that some travel may be required, but that principal performance will be at the Contractor’s facility.

4. Task 3 specifies the requirement for the contractor to coordinate up to three (3) workshops which may be held in-person or via teleconference. How many of these collaborative workshops are expected to be held in person, or should we initially assume all workshops will be held in person?

Answer: The exact format of each workshop will be determined in its development to meet the particular needs. It can be assumed now that at least one (1) will be in-person.

Depending on the type of workshop, workshops may be held in-person, hybrid (with both in-person and virtual attendees), or fully virtually by videoconferencing. All possibilities should be considered.

5. For all in-person engagements under Tasks 2-5, does NIH CTN wish for these to take place in the Washington DC area?

Answer: There are in-person activities expected to take place in the Washington DC area. There are also in-person activities expected to take place outside of the Washington DC area as determined by the hosting organization(s), e.g., in the location of the annual meeting of a professional society. For proposal purposes, for Task 2 it is anticipated that all requirements can be conducted remotely by the Contractor. For Task 3, for proposal purposes, the Offeror may assume that one meeting will take place in the Washington, DC area, with the others at the location of the professional society’s annual meetings. For Tasks 4 and 5, the estimated locations Offerors should use in their proposals are as described in the Statement of Work.

6. For mentor training, are cash disbursements to be issued upon work assignment approval or after completion of the training and approval of disbursements by COR?

Answer: Payments shall be issued to the sponsoring organizations (professional societies) in installments; generally the first installment will be paid upon work assignment approval with additional installment(s) paid during the training.

7. For Task 4, is the contractor expected to support managing a single NIDA CTN booth or individual booths for each participating organization?

Answer: The contractor is expected to manage one NIDA CTN booth at each function attended as an exhibitor (e.g., each professional society’s own annual meeting).

8. Are there any required or preferred third-party tools or off-the-shelf technologies to be considered as direct cost materials necessary for carrying out this effort?

Answer: The Offeror should propose those tools or technologies required to implement its proposed technical approach.

9. Considering the 4,625 allocated hours of labor specified in section 1.e for each contract period, does NIH CTN have any general guidelines or preferences with regards to how these hours are distributed across key personnel? Additionally, has NIH identified required or preferred key personnel roles for carrying out this effort and the proportional efforts of those roles to make up the estimated 4,625 labor hours?

Answer: The offeror should propose a distribution of labor consistent with its proposed technical approach. Generally speaking, NIDA would anticipate that the overall project lead (principle investigator) and project manager would be designated as Key Personnel.

10. Can additional details or examples be provided regarding the desired development of electronic point-of-care products for the dissemination of NIDA research?

Answer: The particular products will depend on the research results being disseminated and the target audience(s). Examples of previous dissemination products are available on the CTN Dissemination Initiative website: https://nida.nih.gov/nidamed-medical-health-professionals/ctn-dissemination-initiative.

11. Can additional details be provided regarding the nature and extent of collaboration with other organizations and stakeholders, particularly for mentor-facilitated training and research dissemination projects?

Answer: The nature and extent of collaborations will depend on the particular research dissemination activities consistent with the descriptions in the Statement of Work. The contractor should collaborate closely with the CTN study lead teams in the planning of projects. For the mentor-facilitated training, the contractor’s collaborations encompass the sponsoring organization (professional society), mentees, and their mentors.

Contractors should plan for regular follow-up with the sponsoring organizations, mentees, and their mentors.

12. Are the direct cost budgets specified for Tasks 2 and 3 inclusive of contractor travel (assuming two contractor personnel) and participation in addition to any costs incurred for materials to carry out these training and collaboration events? Is contractor (non-consultant) travel expected for task 5, and if so, is the direct cost budget also inclusive of contractor travel and materials costs? Additionally, can a direct cost budget be provided for Task 4?

Answer: It is not anticipated that travel will be required for the performance of Task 2, but it may be required in the performance of Task 3. Offerors should use the provided estimates for the total estimated costs for these two tasks, as NIDA acknowledges that costs for these two tasks will vary depending on the specifics of the trainings and research projects. Contractor (non-consultant) travel is not expected for Task 5.

Offerors should provide their best and most competitive approach to Task 4 based on the assumptions provided in the Statement of Work.

13. Regarding Task 5, can additional details be provided for the anticipated roles and responsibilities of consultants, including any required qualifications, selection criteria, and expected contributions to the project?

Answer: The roles and responsibilities and expected contributions of consultants will depend on the needs of the dissemination project or activity. It is anticipated that during the performance of this requirement, in some cases the consultant shall be specified by NIDA, and in some cases NIDA will ask the Contractor to propose a consultant with the appropriate skills and expertise to match the needs of the dissemination project, and should be able to justify their recommendations. For proposal purposes, the Offeror should use the estimated costs provided in the Statement of Work for consultant costs under this task item.

14. Outside of the contractor travel requirements for Tasks 2-4 (and possibly Task 5 depending on the response to the above question), are there any additional contractor travel requirements?

Answer: It is not anticipated that there are any additional contractor travel requirements.

15. In addition to the seven (7) items specified in the Section F.2 delivery schedule, are there additional task-specific contract deliverables to be considered for the milestone chart to be submitted as part of the proposal management plan specified under the technical evaluation Item 3?

Answer: It is not anticipated that there will be other task-specific contract deliverables.

16. How will the NIH CTN define and measure the success of dissemination activities and the overall contractor performance under this effort, including specific metrics or KPIs?

Answer: Contractor performance will be defined and measured by the requirements of the contract and the contractor’s ability to meet or exceed them.

The success of dissemination activities will be evaluated by their completion and their performance using definitions and measures of success appropriate for the nature of the activity and target audience.

17. Under Task 4.1 of the Statement of Work, how many one (1) day pre-conference meetings for 150 attendees and 3 sponsored travelers should be included in the price proposal? What location should be used for proposal purposes?

Answer: One (1) pre-conference meeting should be included. The location of pre-conference meetings is determined by the location selected by the organization (e.g., professional society) hosting the conference. For proposal purposes, a location that would require non-local domestic United States travel should be used.

18. Under Task 4.4 of the Statement of work, should pricing for this task include only labor and shipping costs associated with making arrangements for existing booth materials shipment and set up? Should we assume that any costs related to the design, ordering, delivery, and shipment of new booth materials is intended to be covered by Option Quantity 4 – ODCs?

Answer: If new booth materials are needed, they would be part of the base year pricing for Task 4. It should not be assumed that any costs related to the design, ordering, delivery, and shipment of new booth materials are intended to be covered by Option Quantity 4.

19. Is the following the suggested Level of Effort (LOE) or can the contractor propose a different LOE? Is the LOE based upon previous efforts? Can the associated labor categories be provided that correspond with this LOE?

Labor Hours

Labor Category Year 1 Year 2 Year 3 Year 4 Year 5

Base Award 3825 3825 3825 3825 3825

Option Quantity 1 (Available 2x per year)

400 400 400 400 400

Option Quantity 2 0 0 0 0 188

Option Quantity 3 0 0 0 0 0

Option Quantity 4 0 0 0 0 0

Labor Category Year 1 Year 2 Year 3 Year 4 Year 5

Totals: 4625 4625 4625 4625 4813

Answer: The estimated level of effort described in the table above is an estimate only, provided to assist offerors in preparing their proposals. Offerors may propose a different level of effort than NIDA’s estimate if desired, in accordance with the technical approach they propose. However, Offerors are reminded that options should be priced separately from the base.

20. The RFP states to provide a list of the last three contracts completed during the past five years and All contracts currently being performed that are similar in nature to the solicitation workscope. Please clarify if you want the two types of contracts separately or together.

Answer: Either is acceptable, but the offeror should specify which contracts provided in its past performance are being currently performed.

21. Is it possible to receive a week extension?

Answer: Unfortunately, NIDA is unable to extend the deadline for receipt of proposals.
