About this file

This document contains questions and responses related to Solicitation 75N95024R00021 for Chemistry Software and Support. The solicitation is issued by the Department of Health and Human Services, National Institutes of Health, National Institute on Drug Abuse.

The key details are:

  • The incumbent provider is Chemaxon.
  • The software must be housed within the NIH firewall, but cannot be installed on production or testing servers. The vendor is open to a "virtual server" implementation through Docker Compose.
  • The software should provide interactive 1H and 13C NMR spectrum features such as spectrum preview, spin-spin coupling, multiplet/atom/coupling tables, and export capabilities.
  • The software should integrate with desktop and web-based client applications, but the vendor is open to other solutions.
  • The software must support Microsoft SQL Server 2019, 2022, and later versions. Use of PostgreSQL or Oracle is not an acceptable alternative.

Questions & Responses 75N95024R00021: Chemistry Software & Support

1. Is there an incumbent?

The incumbent is Chemaxon.

2. Under "Software Requirements," 9th bullet ("Software must be housed within NIH firewall" and under

"Software Preference", 1st bullet (No chemistry software product installation) seem to contradict each other. Will you accept "Virtual Server" implementation through Docker Compose?

The software product cannot be installed on the production or testing servers (required libraries can be copied) which is what Software Preference is indicating. We are open to other suggestions, however please read the requirements carefully as each one of them is a must.

3. How interactive are you wanting the predicted 1H and 13C NMR spectra to be?

• NMR prediction with given frequency

• Spectrum Preview

• Spin -spin coupling

• Zoon follows selection-in or out

• Multiplet, atom or coupling table

• Adding solvent peaks

• View chemical shifts, atom number

• Measurement in Hz or ppm

• Adding integral curves

• Selecting individual multiplets

• Export to pdf

• Hydrogen mode

4. Would the new software need to be able to interact with the existing desktop or web-based client application software or just the legacy data files/database that has been created with the current software?

The Chemistry Software product should have the Structure Editor tool which needs to be integrated with Desktop and Web based client applications. We are open to other solutions/proposals.

5. What exactly does “Provide list of libraries needed to run the chemistry software without installation (No chemistry software product installation of Staging and Production Servers)” mean?

Chemistry Software product cannot be installed on the production or testing servers. (required libraries need to be copied for the application to function).

6. Would the use of PostgreSQL or Oracle be an alternative to Microsoft SQL 2019, 2022, and later requested requirement?

The chemistry software should support Microsoft SQL Server 2019, 2022 database and any subsequent latest releases.
