About this file

This document is an amendment to a request for proposal for quantification of drugs of abuse and related substances in biological specimens. The National Institute on Drug Abuse is seeking proposals to provide analytical chemistry services including quantitative analysis of drugs and metabolites in biological matrices such as blood and urine. The amendment responds to offeror questions by clarifying terms, qualifications, and cost proposal requirements. It does not modify the January 2, 2024 deadline for proposal submissions or the overall purpose and scope of the solicitation. Information covered includes definitions of applicable agencies, demonstration of DEA registration qualifications, allowance for cost escalation data in proposals, and guidance on estimating travel expenses.

RFP No. 75N95024R00006

Request for Proposal (RFP) No. 75N95024R00006 is amended as follows:

PURPOSE: The purpose of this amendment is to include questions from offerors and responses in reference to the solicitation.

QUESTIONS/ANSWERS:

1. Ques on:

Does the term “contrac ng agency” include private agencies other than Government Prime contractors? See RFP 75N95024R00006, pg. 92‐93, sec on 11.d. and e., Per nent Contracts sec on for reference.

Response:

The term “contrac ng agency” refers to Government Ins tu ons. Per nent Contracts with Non‐ Governmental or Private Agencies may be included but should be iden fied and labelled accordingly.

2. Ques on:

What are the criteria required to demonstrate the capability to obtain a DEA registra on for Schedule I controlled substances? As indicated RFP 75N95024R00006, pg. 95, sec on M, #3 Mandatory Qualifica ons Criteria, “…demonstrate the capability to obtain a DEA registra on for Schedule I controlled substances.”, the demonstrable requirement is unclear.

Response:

As stated in Sec on M of the solicita on on page 95, “The qualifica on criteria establishes condi ons that must be met at the me of receipt of Technical Proposals by the Contrac ng Officer in order for your proposal to be considered any further for award.” Therefore, the Offeror should provide proof of its Drug Enforcement Administra on (DEA) Registra on for Chemical Analysis or Research Registra on for Schedules II to V in the proposal. Addi onally, Offerors must demonstrate that they are capable of mee ng the qualifica ons, requirements, and security provisions as defined in the Code of Federal Regula ons Title 21, Chapter II, Part 1301.

3. Ques on:

Whether annual cost escala on was permi ed on this proposal.

a. Cost of living salary increases;

b. Materials average cost increase due to infla on.

Response:

As stated in Section L of the solicitation on pages 81 – 82, “The business proposal must contain sufficient information to allow the Government to perform a basic analysis of the proposed cost or price of the work. This information shall include the amounts of the basic elements of the proposed cost or price. These elements will include, as applicable, direct labor, fringe benefits, travel, materials, subcontracts, purchased parts, shipping, indirect costs and rate, fee, and profit.” As stated under the subsection, Data Other than Certified Cost or Pricing Data, “Data submitted shall be sufficient to permit the Contracting Officer and authorized representatives to determine price reasonableness or cost realism, e.g., data to support an analysis of material costs (when sufficient data on labor and overhead rates is already available), or data on prices and quantities at which the offeror has previously sold the same or similar items. Data submitted must support the price proposed. The offeror shall include sufficient detail or cross references to clearly establish the relationship of the data provided to the price proposed. The offeror shall support any data provided with explanations or supporting rationale, as needed, to permit the Contracting Officer and authorized representative to evaluate the documentation.”

4. Ques on:

The salary seems like it is acceptable based on the auto escala on formula that is part of the spreadsheet. Is this correct?

Response:

Please refer to the response for ques on 3 above.

5. Ques on:

To es mate travel costs, we are using current costs. Obviously, this will not be accurate for future days. Is there a specific way we can address this using an average cost or do we just use whatever specific informa on we have available to us at this me?

Response:

As stated on page in Sec on L of the solicita on on page 83, “Provide the cost of travel including des na on, dura on, purpose, per diem, transporta on, and the basis for pricing.”

6. Ques on:

The RFP states a page limit of 200 pages. Does this apply to the Technical Proposal only or is this for both the Technical and Business proposals together?

Response:

The 200‐page limita on applies only to the Technical Proposal.

7. Ques on:

Regarding page limita ons and the business proposal: Costs are expected to be jus fied using invoices, vendor prices (e.g., a chemical supplier cost for a reagent), travel cost es mates, etc. This informa on alone will occupy many pages. Can these be added as a achments or Appendices to the business proposal document, but not count towards the page count? My concern is that if we have 100 pages of documenta on, it would severely limit the ability to write a comprehensive technical proposal and business proposal that is 200 pages total.

Response:

Please refer to the response for Ques on 6 above.
