VENDOR QUESTIONS AND GOVERNMENT RESPONSES

75N95024Q00564

TITLE: Portfolio Impact Analysis for the Therapeutic Development Branch (TDB), NCATS

QUESTION 1: In the statement of work document, it mentions IMPLAN as an example under specific requirements. Is the IMPLAN model itself a specific requirement, or would alternative models be considered?

GOVERNMENT RESPONSE: Use of IMPLAN is not a requirement. IMPLAN was mentioned as an example but vendors may propose to use any appropriate model. The critical factor is that any model(s) the vendor may develop must be able to analyze the quantitative and qualitative data to be gathered from the collaborators, and must be able to address the direct, indirect and induced impacts of the R&D activities.

It will be important for vendors to describe in their quotes the rationale for using their proposed model(s). This could be accomplished by providing a detailed description of the model(s) and its capabilities, a side-by-side comparison of the chosen model(s) compared to other model(s), or any other approach that communicates the capabilities of the model(s) and why it was chosen.
