About this file

This document is a Statement of Work (SOW) and a related Federal Contract Opportunity for the air handler overhaul of the SelecT Automated Cell Culture system at the National Center for Advancing Translational Sciences (NCATS), part of the National Institutes of Health (NIH).

The SOW states that the air handler system is currently unusable due to a fan motor failure, resulting in delays to cell culture processes. The vendor shall provide services to decontaminate the system, replace HEPA filters and fan/capacitor assemblies, and balance the airflow within 30 days of receiving an approved purchase order. The vendor shall provide all documentation within 5 business days of completing the repairs.

The related Federal Contract Opportunity is a pre-solicitation notice for a sole source award to Sartorius Stedim North America Inc. to provide a service and maintenance agreement for the SelecT Automated Cell Culture system. The contract will be awarded under FAR Part 13 - Simplified Acquisition Procedures, with a period of performance starting in 2024. The determination for sole source award is based on Sartorius being the only vendor capable of providing the required products and services, as they do not allow third-party resellers or agents, and only Sartorius-trained personnel can perform the service.

Statement of Need and Purpose:

The National Center for Advancing Translational Sciences (NCATS) requires the air handler overhaul of the SelecT Automated Cell Culture system – Annapurna Serial # E0TUL04000-00 NIH decal # 01907829 located at NIH NCATS, room B1014, 9800 Medical Center Drive, Rockville, Maryland 20850. The system is currently unusable due to fan motor failure resulting in BSC cell of the system. The result is delay in cell culture processes related assay development and completion.

Background Information and Objective:

The National Institutes of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people’s health and save lives.

The National Center for Advancing Translational Sciences (NCATS) is a part of the National Institutes of Health (NIH), which mission it is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions.

The NCATS mission is to provide accelerated processes and procedures to develop and test chemical compounds to determine their efficacy as a therapeutic treatment in human disease. Those assays and experiments are developed using numerous automated devices and equipment to increase dependability and accuracy and reduce the time of development and validation. The repair of the air handling system is requested to provide continuity of automated cell culture processes performed on the system

Period of Performance:

The vendor shall provide the following –

• All activities, work and validations will be completed by the vendor within 30 days of receipt of an approved PO.
