Is there an incumbent and what the value of the previously awarded contract was?
The incumbent is Careerstone Group LLC. The previous awards were individual purchase orders: 75N95D21F00071, 75N95D23F00064, 75N95D23F00047
We are a Women-Owned Small Business. However, we are not certified.
Must we bid certified to bid on this work or be awarded a contract? Yes.
If there is a face-to-face trainer/facilitator, can there also be a virtual trainer/facilitator? Yes.
4 Do you have a preference for local consultants?
No preference is given. This requirement contains tasks that will take place in Bethesda, MD and virtually.
5 Will we be able to learn who the other bidders are? No.
In our proposal, may we include references and hyperlinks to electronic resources, e.g, to web pages? No.
Is the Government looking for one sole facilitator for all SOW requirements or are we permitted to propose a small team of facilitators? Small team of facilitators .
Is the offeror permitted to have subcontractors to assist in material development efforts? Yes.
Is the offeror permitted to submit commercial past performance as well as federal? Yes.
SOW, page 5, “Level of Effort” states: “The Government expects each of the retreats, trainings and workshops, or related developmental activities to be given by one (1) organization. The organization shall be considered key personnel for this requirement.” Please explain what is meant by “the organization shall be considered key personnel” No subcontractors allowed.
11 Is NIA expecting a single individual to support the four tasks in the SOW? No, the team or company that is contracted will support the tasks.
12 Does the Government intend to issue multiple awards for this IDIQ contract? The government intends to award one (1) IDIQ award and issue task orders.
How many employees (full and part time) comprise the NIA Extramural Research Program (ERP)? By division? Please see "D-Attachment-NIA ERP FTE Count June 2024"
Please explain how Task Orders will be issued (e.g, broadly for each year by Task categories delineated in the SOW or according to discrete tasks)? The task categories can be split up among several task orders.
The RFQ indicates that “the contractor will have 10 business days to deliver the final deliverables from the date of receipt of request.” Often training, retreats, team building, and facilitation of strategic planning events require more than 10 days to interview participants, to design the event with stakeholder feedback, and to schedule and deliver the event. Will there be a method for aligning the final deliverables with an approved workplan/schedule that may warrant a wider delivery window?
Yes, there will be a spereate timeline and project plan that needs to be approved by both parties for each effort.
16 Are resumes/CVs included in the page count for the Technical Proposal? No, resumes/CVs are not included in the page count
17 Are biographical summaries acceptable instead of full resumes? Yes.
The Price Template references a “Sample First Task Order” and the Price Quotation Instructions reference a “Sample Pricing for Task Order 1” along with projected hours for a one-year period for four service areas. Are those projected hours the sample first task order that we should respond to or is there a document missing from the solicitation attachments? Projected hours are the sample first task order.
Can the government confirm that the “Sample Task Order” is the 12-month estimated hours for each task listed on page 2 | Section D of the Proposal Instructions? Yes.
Would the estimated hours for each task include hours for preparation and delivery? For example, would the 100 hours of training include the development of training and not just 100 classroom training hours? Yes.
Can the government confirm that Key Personnel includes all resumes submitted by the vendor? Yes.
The SOW mentions the use of various assessments—but doesn’t provide a price template. Would the government like us to list assessment prices and if so, should we put these in the pricing addendum? Yes.
