Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

STATEMENT OF WORK (SERVICES)

(SOW)

GENERAL INFORMATION

Title of Project:

Data Management and Analysis Support

Statement of Need and Purpose:

The Laboratory of Epidemiology and Population Sciences (LEPS) at the National Institute on Aging (NIA) requires a data manager/analyst to clean, format, and document large datasets for use by Extramural and Intramural researchers.

Background Information and Objective:

LEPS possesses thousands of complex and large data files that require proper reorganization, archiving, merging, management, documentation, statistical analyses and graphical presentations using PowerPoint, R, Excel, or SAS for scientific publications. Under this contract, the contractor shall independently provide support services to satisfy the overall operational objectives of the Laboratory of Epidemiology and Population Sciences, Intramural Research Program, National Institute on Aging, though data management and analysis.

Period of Performance:

Period of performance is: Six (6) month option period and (2) 6-month option periods

SCOPE OF WORK

General Requirements:

Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below.

Specific Requirements:

The contractor shall perform the following services:

• Clean (identify and correct data entry errors and/or missing values, inconsistent values) data from cross-sectional and longitudinal studies;

• Create derived variables, annotate data analysis programs; archive and protect data;

• Create and maintain documentation of datasets and associated data management information

• Manage large publicly available datasets in the local NIA computer environment, including applying for data access, identifying data storage needs , downloading and archiving data in secure environments;

• Present data in charts, tables, and graphs, using software such as PowerPoint, R, Excel, or SAS, for use in scientific publications, and professional presentations (including poster and oral presentations);

• Advise fellows and guests on appropriate variables; create datasets for projects; assist and train fellows on how to gain access to appropriate data files; run programs for off-site fellows;

• For large consortia studies, create/send datasets, and analyze data according to approved standardized protocols;

• Assist in monitoring software use and license renewal;

• Perform mid-level data analysis, including descriptive statistics, linear and logistic regression;

• Under supervision of Senior Investigator or Staff Scientist, program and run more high-level analysis;

• Provide scientific contributions as they relate to complexities in biomedical data sets.

• Initiate and participate, as needed, in meetings and conference calls between PIs, contractors and collaborators to solve specific data management issues.

• Under the supervision of Senior Investigator, per major study, organize the files so the most current dataset with accompanying documentation are accessible by internal and external collaborators.

• At the end of each period of performance, all documentation and programs generated during that time should be clearly archived and organized; documentation provided describing the archived materials. A designated person should also be trained about the use of the files.

Base Period Requirements

1. Complete reorganizing a data archive containing 1000s of files: identify duplications across multiple folders; identify last (and final) version of multi-versioned data files; group like-files into a directory tree with multiple sub-folders;

move data documentation and protocols into an organized system to mirror the datasets; write documentation explaining the system so the archive is accessible to researchers.

2. Manage data and statistical analysis for publications based on 6 studies all with multiple exams and all split up into different files. On-going work on these datasets includes CARDIA, AGES-RS, AGES-Offspring, HAAS, ACCORD-MIND, InChianti:

3. AGES-RS, AGES-Offspring, CARDIA: Early biomarkers of dementia – complete the analysis of the relationship between MRI brain imaging variables and risk factors in 3 in-house cohorts. This requires knowledge of the 3 cohorts, MRI brain variables and harmonization across cohorts, use of mixed modelling statistical techniques and design of the study (Note: these estimates for manuscript projects do not include time to respond to manuscript reviewers).

4. Complete InChianti data management - merge last exam into existing study exams, format and merge hospitalization and mortality data; merge miscellaneous datasets into main datasets; creation of a final analytical dataset

5. Data Sharing of HAAS, AGES-RS, CARDIA: Complete 2 data sharing and analytical collaborations:– find correct data across the 3 cohorts with multiple exams and multiple sub-files- requires knowing the data archive structure, checking documentation, merging data, understanding what the variables are measuring; running frequencies to check if the variables are correct; conducting analysis according to a specified protocol, send results to outside collaborators.

6. Complete CARDIA data management and analysis for 2 papers on brain MRI trajectories and risk factor – including identifying needed variables across ~30 files times 9 exams; merging datasets and conducting analysis on longitudinal data; Provide support for on-going analyses of microbiome and proteomics data.

7. ACCORD: Complete sample selection, retrieve and format for analysis data on proteomics, and conduct analysis on pre- and post- disaster analysis in relationship to cognition.

8. Provide central support for fellows, visitors and staff concerning location of variables for their research and reformatting data.

Option Periods 1 and 2

1. Data linkage Heart Score - Merge multiple MRI/PET files with observational longitudinal data, create longitudinal datasets. Beginning August 2024

2. Sardinia AD case-control and prospective cohort– real-time monitoring of data transmission – preparation of analytical datasets and creation of datasets for new studies.

3. Data Sharing of HAAS, AGES-RS, CARDIA: Complete data sharing and analytical collaborations:– find correct data across the 3 cohorts with multiple exams and multiple sub-files- requires knowing the data archive structure, checking documentation, merging data, understanding what the variables are measuring; running frequencies to check if the variables are correct; conducting analysis according to a specified protocol, send results to outside collaborators.

4. Manage data and statistical analysis for publications based on 6 studies all with multiple exams and all split up into different files. On-going work on these datasets includes CARDIA, AGES-RS, AGES-Offspring, HAAS, ACCORD-MIND, InChianti

5. Provide central support for fellows, visitors and staff concerning location of variables for their research and reformatting data.

LEVEL OF EFFORT: 40 hrs/week for the base period. 30 hours per week for each option period

GOVERNMENT RESPONSIBILITIES

The government will provide workspace, access to the data/website and review the created datasets for quality.

REPORTING REQUIREMENTS

Monthly reports are required, stating number of hours worked and tasks completed, with documentation of barriers to success/ moving forward with the projects, if applicable

OTHER CONSIDERATIONS

Travel:

The work shall be performed remotely and on site (Baltimore, MD).

Key Personnel:

One dedicated data manager, with statistical analytical knowledge and knowledge of aging epidemiology, including dementia in order to knowledgably navigate the biomedical data sets.

Data Rights:

The National Institute on Aging shall have unlimited rights to and ownership of all deliverables provided under this procurement including reports, analyses, recommendations and all other deliverables. In addition, it includes any additional deliverables required by contract change. The definition of “unlimited rights” is contained in Federal Acquisition Regulation (FAR) 27.401, “Definitions.” FAR clause 52.227-14, “Rights in Data-General,” shall be incorporated into any resulting award by reference.

Section 508—Electronic and Information Technology Standards:

Section 508 of the Rehabilitation Act of 1973 requires that Federal agencies’ electronic and information technology (EIT) is accessible to people with disabilities. The Federal Acquisition Regulations (FAR) Final Rule for Section 508 (EIT Accessibility) can be found at www.section508.gov and at the Access Board’s Web site at https://www.access-board.gov/508.htm. Unless it is an “undue burden” or compliant products or services do not exist, the products must conform to Section 508. The contractor must state that they will comply with the requirements of Section 508 or cite a justifiable reason for an exception.

Publications and Publicity:

The contractor will not be responsible for publication of articles based on the datasets s/he is preparing.

Confidentiality of Information:

All data are de-identified and cannot be traced back to an individual. The contractor has no access to the link between an individual and their data.

Confidential Information means information or data of a personal nature about an individual, or proprietary information or data submitted by or pertaining to an institution or organization. Confidential Information or records shall not be disclosed by the Contractor without written authorization from the Contracting Officer. Whenever the Contractor is uncertain with regard to the confidentiality of or a property interest in information under this contract, the Contractor should consult with the Contracting Officer prior to any release, disclosure, dissemination, or publication.
