About this file

This statement of work and pre-solicitation notice describe a requirement for TOX21 Lab robotic arm upgrade services. The National Center for Advancing Translational Sciences (NCATS) requires upgrading a 2010 Staubli robotic arm system to a newer CS9/TX2-160L platform. Services include removing the current arm, installing the new arm and controller, converting robot programs, integrating new digital and output cards, and testing functionality. Interested parties must have expertise in the customized TOX21 and HTS robotic systems. The period of performance is six months. Responses are due by February 5, 2024 to the National Institute on Drug Abuse on behalf of NCATS. Based on the specialized technical knowledge required, NCATS intends to award this non-competitive contract to Arimation LLC, the original equipment manufacturer and sole remaining vendor with expertise in maintaining these systems.

Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

STATEMENT OF WORK (SERVICES)

(SOW)

GENERAL INFORMATION

Title of Project:

The National Center for Advancing Translational Science (NCATS) is in need of a TOX21 Lab robotic arm upgrade to hardware and software.

Statement of Need and Purpose:

The purpose of this procurement is to supply our Automation team in the Tox21 lab’s Staubli robotic arm/robot controller/code update work to make our daily protocols more efficient.

Background Information and Objective:

A key component of the scientific mission of NCATS is running high throughput screens (HTS) with the end goal being drug development or profiling compounds for their toxicity. Running these screens requires extensive automation, with a critical component of these automated systems being the robots that are used to move plates from one destination to another. The primary screening system at NCATS currently has 3 Staubli RX160L 6-axis robotic arms to perform these plate movement tasks. The current Tox21 robotic arm is from 2010 and will soon be unserviceable by Staubli, the OEM.

This requirement will upgrade the TOX21 Staubli robot System at NCATS from CS8/RX-160L to the newer CS9/TX2-160L platform. As part of this scope of work the robot program will be upgraded to work with the CS9 controller setup, a new driver will be added to integrate the robot software to the Director scheduling software, and the Director scheduling software itself will be upgraded to Director™ 7.

The new TX160L offers ways to allow us to work collaboratively with the arm (use equipment safely in an offline capacity while system is running as an example).

Period of Performance:

Six months
